The Autoput A23 , also called Autoput Požega – Boljare , is a planned Serbian motorway from Požega to Boljare on the Montenegrin border. It will be a part of the planned cross-border autoput Beograd – Južni Jadran (“ Belgrade - Southern Adriatic Highway ”).

planning

A tender for the project should take place in 2010. The first estimates from 2010 assume construction costs of around one billion euros, as the construction of 15 tunnels and large bridges is planned. In August 2013 the contract to prepare the project documents was signed with the construction company GIDC from the United Arab Emirates . At the end of January 2014, the contract was expanded to include the creation of a feasibility study in which the spatial, ecological, social, financial and economic feasibility are examined, and the presentation of a financing model as a public-private partnership to a total volume of 20 million euros.

With the construction of a motorway, tourism and the economy in general are hoping for an upswing for all of Southeastern Europe and also for the Adriatic port of Bar through the connection to the Montenegrin motorway Bar-Boljare . The aim is that the planned motorway link from Belgrade to the southern Adriatic as part of the Pan-European Transport Corridor X to get recognized.

The route of the motorway was examined in several variants due to the mountainous location of the region in which it is to run. According to an analysis by the Serbian transport institute CIP, which also planned the route, two favored variants were identified:

  • The cheapest and at the same time the shortest variant would be a motorway from Požega to Boljare through the region of the Pešter Mountains with the cities of Arilje , Ivanjica and Duga Poljana with a length of approx. 110 km.
  • The other option is to take a motorway past the larger cities of Užice , Nova Varoš and Sjenica for a length of approx. 140 km.

The route of the motorway through the Pešter region would bypass the larger cities and drive into a region with 60,000 instead of 300,000 inhabitants. Shortly after this analysis was published, cities protested that it was causing losses in the industrial and tourism sectors. On the other hand, reference was made to the advantages of the motorway through this region, such as the lower construction costs or the economic boom in the Pešter region. Ultimately, the decision was made in favor of the first variant.
