  • The Autoput Bar – Boljare ( Montenegrin for motorway Bar – Boljare ) is to become the first Montenegrin motorway. It is intended to connect the Adriatic port of Bar in the south of the country with the Montenegrin- Serbian border in the north. As far as Mateševo , the motorway will largely run along the Belgrade – Bar railway line .

    The motorway is divided into three construction phases:

    Expansion status

    The construction work officially began on October 15, 2009, but was discontinued a short time later, as the contract with the Croatian consortium carrying out the work was terminated. On the Montenegrin side, construction began in May 2015.

    According to the original planning, the motorway should have been completed within nine years, i.e. at the end of 2018/2019.

    The total cost of the project was originally expected to be EUR 2.77 billion. A public-private partnership was planned to finance the project over a period of 30 years. During this period, 1.74 billion euros should be paid by the Montenegrin government, while the remaining costs should be refinanced through toll revenues .

    Procurement

    The tender was won in March 2009 by a consortium of Croatian companies ( Konstruktor , Tehnika and IGH ), which began construction work in the same year. However, due to a lack of bank guarantees , the contract was terminated by the Montenegrin state 8 months later.

    Negotiations were then conducted with the second tenderer, a Greek-Israeli consortium of Aktor and Shikun & Binui . This consortium should first complete the first and second construction phases for 1.575 billion euros. However, since this consortium could not provide the necessary bank guarantees either, the negotiations were ended in December 2010 without any result.

    At the beginning of 2011, attempts were made to attract Chinese investors to the project. The construction of the highway would have been carried out by the companies China Road and Bridge Group and China Poly Group Corporation , while the financing would have been taken over by the China Exim Bank . In January 2011, the Montenegrin Minister of Transport officially asked Chinese authorities accordingly. However, the negotiations did not lead to any result and were broken off.

    In autumn 2011, with the support of the European Investment Bank, a call for tenders was launched for a new feasibility study and corresponding planning for the motorway. The required documents are to be created by mid-2012 and then a new call for tenders for the actual project will start.
