The Obilaznica oko Beograda / обилазница око Београда (German: Belgrade bypass or Belgrade ring road ) is a section of the A1 motorway and the Pan-European Corridor X mainly in the area of ​​the Serbian capital Belgrade . The motorway, which has been completed in sections, will bypass the city of Belgrade for a total of 78 km between Batajnica and Pančevo and thus relocate through traffic from the A3 motorway, which is designed as a city ​​motorway , to the ring motorway. In addition, a connection to expressway 10 to Romania will be created in the south-east of Belgrade .

history

The idea of ​​bypassing Belgrade already existed in the 1980s, but the project could not be implemented because the Yugoslav Wars began shortly before construction began and Serbia was under an economic embargo.

Planning

The planning of the ring road goes back to the master plan of the Belgrade Institute for Urban Studies ( Urbanistički zavod ). The construction work was sporadic for 17 years, but has been intensified since 2005. It was initially planned that the important Sector B of the ring road should be built as a road or semi-freeway with one lane and one lane in each direction. After the completion of Sector B as a motorway, the expansion of the entire route as a motorway with two lanes each is planned.

costs

The total investment is estimated at 543 million euros. As of the beginning of 2009, EUR 370 million of this is still outstanding. Of these, 55 million will be provided by the EBRD , 180 by the EIB and the rest from the National Investment Plan.

The construction is financed by the National Investment Plan of Serbia, the budget of the city of Belgrade and loans from the European Bank for Reconstruction and Development and the European Investment Bank .

Sectors

The Belgrade bypass consists of three sectors:

  • Sector A: Batajnica - Dobanovci (10.0 km)
  • Sector B: Dobanovci - Bubanj Potok (37.3 km); Section from Dobanovci - Beli Potok (29.9 km) partially completed.
  • Sector C: Bubanj Potok - Vinča - Pančevo (31 km)

Sector A

Sector A, which runs from Batajnica to Dobanovci and creates a direct connection between the A3 and A1 (ring road), is 10.0 km long and has been divided into two sections: The first section covers a distance of 3 from Batajnica , 9 kilometers (km 184.738 to km 188.680), the second a 6.1 km route to the Dobanovci motorway junction (km 188.680 to km 194.782).

After the final route, which was planned by Koridor 10 doo , was determined, the Serbian government started negotiations with the local landowners in September 2009 about the expropriation of their land. The total area for the construction of the motorway is 147 hectares . After the negotiations had been concluded and the financing had been secured, construction of the motorway began.

Construction began on the first section on October 21, 2010, and on December 29, 2010 for the second. As a construction company, Strabag carried out the construction work. The contracts were signed in spring 2010. The construction costs for the first section amounted to 60 million euros and were provided by the EIB . The second part cost 55 million euros and was financed by the EBRD . The completion took place by May 2012, the traffic handover on May 3rd.

Sector B

In 2005 the groundbreaking ceremony took place for the construction of a new section from Dobanovci to Bubanj Potok (sector B). The 37.3 km long route contains 5 viaducts and 4 tunnels, of which the Straževica Tunnel, at 730 meters, is the longest.

The realization of this section takes place in several stages:

By November 2008, the 24.5 km long route between Dobanovci and Orlovača with one carriageway and one lane in each direction had been completed and opened to traffic on November 10th. The route contains a junction (Ostružnica), a motorway junction in the shape of a clover leaf (Orlovača), as well as two tunnels Lipak and Železnik, both of which have already been completed with two tubes. The construction of the second carriageway along the whole route is in the planning stage.

On May 3, 2012, the 5.4 km long Orlovaca section to the Stazevica tunnel was opened. The section was initially designed as a semi-freeway, with the Stazevica tunnel already being built with two tubes. The section cost 56 million euros, with 25 million euros spent on the tunnel.

The invitation to tender for the last section should initially start in 2012. However, the beginning was postponed due to a lack of financial resources. In March 2013 it was announced that the construction would be financed with the help of a loan from the EIB in the amount of 80 million euros. The completion planned for the end of 2014 is to be postponed again. The section is to be implemented with two lanes and three lanes in each direction.

Sector C

Sector C is the most complex stretch of the ring road. Its construction includes the construction of a 1190 m long new bridge over the Danube , 11 viaducts and 2 tunnels. The 31 km long route should enable a better connection between the suburbs of Belgrade and Pančevo without first having to drive through the center of Belgrade. The construction of Sector C is also intended to reduce the volume of traffic over the Pančevački most , the second most important bridge in Belgrade. In Pančevo, the ring road is to connect to expressway 10 and thus enable a continuous expressway connection between Šid (in the west) and Vršac (in the east). Construction costs of 205 million euros are assumed. The first planning details were published in February 2014.

To this day it is still uncertain whether a motorway will also be built north of Belgrade, which would connect the A1 motorway with the expressway 10 and thus the ring motorway runs closed around Belgrade. At the end of October 2009, together with the Chinese construction company China Road and Bridge Corporation (CRBC), a construction contract was signed for the construction of a new 1.5 km long bridge over the Danube north of Zemun , each with two lanes and two lanes, as well as access roads provides for a length of 21.5 km, signed. The construction contract is worth 170 million euros, 85% of which was provided by a loan from the Chinese Exim Bank and the rest is borne by the State of Serbia and the City of Belgrade. Construction began at the end of October 2011. Completion is planned for the end of October 2014 [obsolete] .
