A total of 120 seats

On June 6, 1982 the election for the 10th electoral term of the citizenship of the Free and Hanseatic City of Hamburg took place. There were 120 mandates to be awarded.

Starting position

Hamburg has been ruled by an SPD senate since the state elections in 1978 , first under Mayor Hans-Ulrich Klose and since June 24, 1981 under Mayor Klaus von Dohnanyi . The opposition CDU ran for the first time with Walther Leisler Kiep as the top candidate. The Green Alternative List also appeared for the first time as a joint list of the Hamburg State Association of the Greens and the Alternative List dominated by former KB and Bunte List members .

The CDU became the strongest party with 56 seats. The SPD received 55 seats and the GAL 9. The FDP failed with 4.9% just under the five percent hurdle. For the first time, the so-called “ Hamburg conditions ” occurred in a German state election : This means that the strongest party (here the CDU) neither has its own sufficient majority to govern nor a (natural) coalition partner and possible arithmetical majorities (here a grand coalition or red-green) fail due to the partners' willingness to negotiate. In this case, the SPD negotiated with the GAL about a possible tolerance. After these talks failed, new elections were held in December 1982 .
