The or the Federal Government Commissioner for Culture and Media ( BKM ), commonly known as Federal Commissioner for Culture and Media , Culture Minister or Minister of State for Culture and Media , is responsible for the cultural and media policy of the Federal Republic of Germany , supported and controlled by the Committee on Culture and Media in the German Bundestag . In accordance with the principle of the cultural sovereignty of the federal states, there is no ministry of culture at the federal level (and also no " ministry of culture", as the authority is also called in media reports).

tasks

In addition to the promotion of cultural institutions and projects of supra-regional, national importance, the tasks include the further development and modernization of the legal framework for artistic creation and the safeguarding of a free and pluralistic media landscape. This also includes the promotion of culture in the capital Berlin, memorial projects and film funding . The public discourse on art, culture and the use of the media should also be encouraged and stimulated.

The office was created by the then Federal Chancellor Gerhard Schröder in 1998 and was intended to bundle activities that were previously located in different ministries. The Commissioner is Minister of State for the Federal Chancellor and at the same time head of a supreme federal authority . Around 260 employees in Bonn and Berlin work with him for culture and media issues ; the budget is 1.67 billion euros (2018). In the real sense, the Minister of State for Culture is not a minister, but a Parliamentary State Secretary. For example, he has no voting rights in the federal cabinet .

The subordinate area of ​​the BKM includes as authorities as well as institutions supported by it e.g. B. the Federal Archives , the Federal Institute for Culture and History of the Germans in Eastern Europe , the Federal Commissioner for the Records of the State Security Service of the former German Democratic Republic (BStU), the German National Library , the Federal Foundation for the Processing of the SED Dictatorship and the Federal Chancellor Willy -Brandt Foundation .

The awarding of numerous prizes and grants is also the responsibility of the authority, e. B. the Pour le Mérite , the German Film Award , the German Screenplay Award , the Innovation Award and the foreign scholarship in the Villa Massimo in Rome or in the German Study Center in Venice .

At the beginning of November 2009, the authority came under public criticism after the media reported on the censorship of exhibition texts in the German Historical Museum , which is under its responsibility .

Film funding

The production and distribution of artistically demanding and artistically valuable cinema films is supported within the framework of film funding .

In addition, the German Film Funding Fund was created with effect from January 1, 2007 , from which, initially for a period of three years, 60 million euros annually are available for the production of cinema films in Germany.

Monument preservation

Since 1950, the Federal Government Commissioner for Culture and the Media has been promoting the preservation of architectural monuments, archaeological sites, historical parks and gardens from his funding program National Valuable Cultural Monuments, if they make clear the outstanding cultural, political, historical, architectural, urban development or scientific achievements of the state as a whole are decisive for the cultural or historical development of the German cultural landscape. From 1950 to 2007, more than 500 such cultural monuments were funded from this program with a total of around EUR 280 million.

Media policy

Within the scope of the responsibilities assigned within the Federal Government, the Minister of State for Culture is also involved in the media sector, including financing Deutsche Welle and half of the Deutsche Digitale Bibliothek , publishing the Federal Government's media and communications report at regular intervals and representing the interests of cultural workers at the European Union as well as other international institutions.

Protection of cultural property

On the basis of the Cultural Property Protection Act , the Federal Government Commissioner for Culture and the Media maintains a complete directory of nationally valuable cultural property and a complete directory of nationally valuable archives . Furthermore, in accordance with Section 3 (2) of this Act, he can effect an entry in the register of nationally valuable cultural assets if the entry is in the national interest.
