Belsat ( Belarusian Cyrillic : Белсат) is a Poland- based television station for viewers in Belarus .

Sponsorship and funding

Belsat is operated by the Polish government and the Polish television company Telewizja Polska (TVP). To this end, a contract was signed on April 23, 2007 between the Ministry of Foreign Affairs and TVP. The working title of the planned station was then TV Białoruś (German TV Belarus ). In addition to Poland, other European Union countries are also participating in the project. Lithuanian television is producing a talk show for Belsat, while other EU countries finance the training of Belsat employees. The planned annual budget for 2008 was 27 million zloty , of which 21 million should be contributed by the Polish Ministry of Foreign Affairs.

assignment

Belsat's first motto was: Belsat TV - Your right to choose (Belarusian: Белсат TV - тваё права выбару ). The purpose of Belsat is to offer the Belarusian population an alternative to Belarusian state television, which largely only reflects the view of the government under President Aljaksandr Lukashenka and offers no room for critical voices. Thus, Belsat is a kind of television version of such radio stations as Radyjo Swaboda , Belaruskaje Radyjo Razyja and Eurapejskaje Radyjo dlja Belarusi . The establishment of Belsat goes back to an initiative of the Jarosław Kaczyńskis government , which, with its decidedly western and US -oriented foreign policy, was particularly critical of the authoritarian regimes of Eastern Europe.

Employee

The station's director has been Agnieszka Romaszewska-Guzy since it was founded . The programs on Belsat are largely produced and presented by Belarusian journalists. Journalists also work for Belsat within Belarus. B. Turn reports for the station. There are always disabilities from government agencies. In March 2008, for example, many employees of foreign media for Belarus (e.g. Belaruskaje Radyjo Razyja or Eurapejskaje Radyjo dlja Belarusi ) were arrested and technical equipment was confiscated.

Radiance and reach

Development of the audience share in the Belarusian population (red: permanent viewers, pink: occasional viewers)

On December 10, 2007 at 6:00 p.m. Eastern European time , the program began to be broadcast in Belarusian initially only via the Astra 1KR satellite at 19.2 ° East and can therefore also be received in the German-speaking area using the satellite systems customary here. In the meantime, the program is also broadcast on the Astra 4A satellite at 4.8 ° East, as this can also be received well in the eastern regions of Belarus. It is estimated that around a quarter of the population has access to the technical equipment needed to receive Belsat. Other sources speak of 7%. In January 2011, the results of a survey were published, according to which of the adult citizens of Belarus 5.5% watch Belsat regularly and 6.7% watch it from time to time. In absolute numbers, this means an audience of almost one million people who watch Belsat programs regularly or irregularly.

development

Initially, Belsat still broadcast in test mode. The hour-long program was broadcast daily at 6 p.m. EET and then repeated at 7, 8 and 9 p.m. In January 2008 the program was extended to two hours a day and in March to three hours a day. It was broadcast at 6 p.m. EET and repeated again at 9 p.m. EET. A morning program was started on June 7, 2010, starting at 7 a.m. and ending around 12 p.m. The evening program will follow from 5 p.m. The station's website was also initially in the test phase. It has been fully accessible since February 2008. The daily news program Abjektyu (German lens ) is available here.

In the summer of 2008, the station's website was revised. In addition, the daily news program Abjektyu is now presented by a presenter, whereas it previously consisted of a series of video reports . The new motto of the station is Belsat - First Independent Television in Belarus (Белсат - Першае незалежнае тэлебачанне ў Беларусі) .

Conflicts over Belsat within Polish television

On March 17, 2009, the station's director, Agnieszka Romaszewska-Guzy, was dismissed. Her previous deputy Beata Paklepa took over the management of the station temporarily . The reason for replacing the founding director was that she had not followed the instructions of the supervisory board. She herself saw in her dismissal the effort of Polish television to soften the line against the Lukashenka regime. Romaszewka-Guzy was reinstated as director on March 24, 2009 under pressure from the Ministry of Foreign Affairs. Even before the conflict over the management of the station, the then acting TVP chairman Piotr Farfał ( LPR ), who previously refused to broadcast a solidarity concert for the Belarusian opposition on Polish television, questioned the station's funding. Farfał argued that it was against the statutes of Polish television to produce programs in foreign languages for audiences outside Poland.
