Brandenburg Municipal Academy
The Brandenburg Municipal Academy ( BKA Brandenburg for short ) is a public corporation and a municipal educational institution in the state of Brandenburg . The office is in the state capital Potsdam . It has been an ISO 9001-certified educational institution by TÜV Rheinland since the end of 2008 .
history
As part of a merger according to § 22a of the Law on Communal Community Work in the State of Brandenburg (GKG), the Brandenburgische Kommunalakademie was created in 2002 from the two communal study institutes " Studieninstitut für Kommunale Verwaltung Brandenburg " and the " Märkisches Studieninstitut für Kommunaleverwaltung Bernau ".
Support, organs and management
The Brandenburgische Kommunalakademie is supported as a public corporation by a special purpose association in accordance with Section 23 of the Law on Community Community Work in the State of Brandenburg (GKG), which includes the districts of Barnim , Havelland , Märkisch-Oderland , Oberhavel , Ostprignitz-Ruppin , Potsdam-Mittelmark , Prignitz , Teltow-Fläming , Uckermark , the independent cities of Brandenburg an der Havel and the state capital Potsdam .
According to § 14 GKG, the organs of the Zweckverband are the association assembly and the association chairman. In addition, the association's statutes provide for the association's executive board as an additional body. The head of the association is Roger Lewandowski ( District Administrator of the Havelland district ), the head of the Brandenburg Municipal Academy is Thomas Miltkau.
tasks
In addition to numerous general, job-related and interdisciplinary advanced training events, different types of courses are offered, which either end with professional qualifications according to the Vocational Training Act or prepare for nationally recognized advanced training qualifications. With the participation of the Federal Institute for Vocational Education and Training, innovative teaching methods such as B. E-learning, and future-proof forms of examination developed and used. According to the statutes and other special legal provisions, the Brandenburg Municipal Academy is essentially responsible for the following tasks:
- The tasks assigned to the rural districts and urban districts in accordance with state law provisions in the field of training and further education of municipal employees,
- Technical theoretical training of candidates for the middle non-technical service of general administration,
- In-service training in state-recognized training occupations of the public service in accordance with the Vocational Training Act of August 14, 1969 in the currently applicable version,
- Further training of municipal employees in white-collar courses ,
- In-service training in short-term seminars on administration-specific topics and the
- Advice on educational law and support for member bodies.
In addition, the Brandenburg Municipal Academy also performs the tasks of the responsible body according to the Vocational Training Act. The Brandenburg Municipal Academy runs the following training and further education courses:
- Training courses for administrative clerks specializing in local government (VFA) as well as training courses for office management clerks (KfB). The training takes place in the training companies, at the local vocational schools and at the Brandenburg Municipal Academy.
- Training courses to prepare for the first employee examination (AI course) according to Section 54 BBiG
- Advancement training to prepare for the final examination to become an administrative specialist for municipal employees (VFW) according to Section 54 BBiG
- Instructor courses according to the instructor aptitude regulation (AdA)
- Advanced training courses Certified specialist technical employee / Certified specialist technical employee (FwtA)
- Advancement training to prepare for the final examination to become a certified municipal specialist (KFW)
- Further training courses for municipal financial accountants
- Training courses to / for municipal accountant / in
In cooperation with the Technical University of Wildau , the Brandenburgische Kommunalakademie is running the degree course in municipal administrative management and law for the " Bachelor of Laws " ( LL.B.) until 2018 . This course of study was designed specifically for the local government in the state of Brandenburg and represents training for the upscale general non-technical administrative service.
Since the establishment of the municipal study institute and its successor, the Brandenburg Municipal Academy, more than 10,000 employees of the municipal administrations have attended training and further education courses and successfully passed the examination. Every year more than 100 apprentices complete the final exam in the apprenticeship as an administrative clerk specializing in local government .
For the acceptance of the training and advanced training examinations according to the BBiG , 13 examination committees were set up, in which around 70 expert examiners work on a voluntary basis.
In addition to this task profile, the Brandenburg Municipal Academy carries out personnel selection procedures for the municipal administrations in the state of Brandenburg in a wide variety of training occupations in the public service .
The Brandenburg Municipal Academy has published its own series of publications and textbooks on municipal and budgetary law topics especially for training and further education.
Seat and places of instruction
The Brandenburg Municipal Academy is based in the premises of the congress hotel on the Templiner See in Potsdam. The offices and some of the classrooms and seminar rooms are located there. The Kongresshotel Potsdam am Templiner See and thus the premises of the Brandenburg Municipal Academy are located on historical ground, as the airship port Potsdam was built here from 1911, with what was then the largest airship hangar in Germany and where war airships were produced until 1917 .
In addition, the Brandenburg Municipal Academy has a branch office with five seminar rooms directly on Alexanderplatz in Berlin-Mitte . Further teaching locations are located in the districts of the association members as part of the decentralized teaching and course implementation.
