Caoayan is a municipality in the Philippine province of Ilocos Sur , which lies on the South China Sea . In 2015, 19,861 people lived in the 16 km² area, resulting in a population density of 1241 inhabitants per km². Caoayan has several beaches and the Abra flows into the South China Sea in the municipality .
