Narvacan is a Filipino municipality in the province of Ilocos Sur and is located on the South China Sea . In the east it borders on the province of Abra . In 2015 it had 44,006 inhabitants. Narvacan is located in a flat valley, the location of which is well suited for the cultivation of grain and other crops. Parts of the Northern Luzon Heroes Hill National Park are in the municipality's territory.
