Carlo Pio di Savoia was the son of Ascanio Pio di Savoia from his first marriage (1580–1649) with the Roman nobleman Eleonora Mattei, widow of Ferrante Bentivoglio.

Carlo went to Rome at the age of 17 and then traveled all over Europe until 1641. He then entered the army of the Duke of Ferrara as a colonel, but was captured by the Florentines in Moncessino. After the war he was released and in 1650 appointed treasurer general of the Apostolic Chamber . Two years later, as was customary at the time, he acquired a position as the personal treasurer of Pope Innocent X.

In the consistory of March 2, 1654 , he was appointed cardinal by Innocent X. and on March 23, 1654, he was appointed cardinal deacon of the titled deaconry Santa Maria in Domnica . Later he received the following titles: Cardinal Deacon of Sant'Eustachio (February 11, 1664), Cardinal Priest of Santa Prisca (November 14, 1667), Cardinal Priest of San Crisogono (January 28, 1675), Cardinal Priest of Santa Maria in Trastevere (1. December 1681).

From June 22, 1654 he was legate in Urbino , this office he gave up when he was called to Bishop of Ferrara on August 2, 1655 . He was ordained episcopate on September 5 of the same year in the Cathedral of Ferrara by Cardinal Giambattista Spada ; Co- consecrators were Carlo Nembrini , Bishop of Parma , and Archbishop Giacomo Teodoli , Bishop of Forlì .

Carlo Pio di Savoia was Prefect of the Congregation for the Administration of Goods, Chamberlain of the Holy College of Cardinals (1671–1672) and from February 15, 1683 Cardinal Bishop of Sabina .

To give his half-brother Luigi the title of prince, he bought the principality of San Gregorio (today San Gregorio da Sassola ) in 1655 , making him the first prince of San Gregorio. Between 1658 and 1674 he built a new village outside the walls in San Gregorio, with the intention of making the principality the “masterpiece of the firstborn of the family”, which still bears his name today: Borgo Pio. It is an interesting example of 17th century town planning.
