Lüdemann was active in the Junge Union since 1981 and also in the CDU from 1984 . From 1993 to 1997 he was a member of the Harburg district assembly and from the beginning of the 16th electoral term on October 8, 1997 a member of the Hamburg Parliament . There he was domestic policy spokesman for the CDU parliamentary group and a member of the submission committee and legal committee. He was also a member of the CDU parliamentary committee. On March 23, 2004, he resigned his citizenship mandate to take on the position of a State Councilor in the Hamburg judicial authority .

After Hamburg's First Mayor Ole von Beust (CDU) had dismissed the previous Justice Senator Roger Kusch (CDU) on March 27, 2006 , he appointed Lüdemann as his successor as Senator and President of the Judicial Authority . This appointment was confirmed on March 29, 2006 by the Hamburg Parliament with 62 votes to 57. During his tenure as Justice Senator, Lüdemann came under criticism from the opposition and the public after mishaps in the Hamburg justice statistics and missteps by the Hamburg public prosecutor's office , which auctioned confiscated weapons on the Internet, became known.

In the election for the 19th Hamburg citizenship on February 24, 2008, Lüdemann again won a citizenship mandate in constituency 16 (Harburg). However, after leaving the Senate on May 7, 2008, he renounced this mandate in order to assume the position of State Council in the Senate Chancellery as the representative of the Free and Hanseatic City of Hamburg at the federal government , the European Union and for foreign affairs on May 9, 2008 take over. After the formation of the first black-green coalition at state level , he had to hand over the office of Justice Senator to the new senator of the coalition partner GAL , Till Steffen .

Even under the successor of Beusts as First Mayor, Christoph Ahlhaus , Lüdemann retained his position as State Councilor and Federal Plenipotentiary. His activity ended on March 23, 2011 when the new SPD-led Senate Scholz I took office .
