The City Deep Container Terminal ( City Deep terminal for short ) is a South African freight transport center in Johannesburg . It groups freight deliveries in containers and acts as an inland port in the greater Johannesburg area. For export, container freight is logistically compiled and forwarded to the predetermined seaports or border crossings . The terminal operator is Transnet Freight Rail . In accordance with its paramount importance, it was included in the National Infrastructure Plan.

It is the largest container terminal in South Africa and the largest freight center in Africa . It is subject to a structural and technical expansion phase until 2014.

location

The City Deep Container Terminal is located in Johannesburg's urban region F and of it in the City Deep district , which is about four kilometers southeast of the Johannesburg Central Business District (CBD) and about two kilometers north of Elandspark .

Nearby is the Joburg Market (formerly Johannesburg Fresh Produce Market ), one of the world's largest markets for fresh produce .

The City Deep Container Terminal is linked by road via a municipal road ( Houer Road ) to the R103, which has a junction with the N17 to the southeast of the terminal and the M2 freeway to the northwest . The terminal area has a railway connection on its north side.

Tasks and meaning

General

The City Deep Container Terminal is the most important transshipment point for domestic and international goods transport in Gauteng Province . There are offices of the South African customs and tax authorities here. This makes it possible to ship duty-cleared goods directly via South African ports in Durban , East London , Port Elizabeth and Cape Town as export goods or to import them in the same way. Furthermore, deliveries for industrial companies in Gauteng are organized from logistics warehouses located here and the inner-city transport of goods from Johannesburg is relieved of organizational burden.

The transport of goods via the neighboring transit country Mozambique in the Maputo corridor to and from the port of Maputo , which is only around 587 kilometers from Johannesburg, is becoming increasingly important. The Pretoria – Maputo railway line , which, like the N4 national road at Komatipoort, guarantees exports and imports across the border between South Africa and Mozambique , is used for the most part for the transport of goods by rail .

In the City Deep Container Terminal , 30 percent of South Africa's goods export volume is handled. The Gauteng provincial government sees the expansion of the terminal as a pilot project for economic development and for its labor market policy.

Questioning as an inland port

At the beginning of 2013, a legislative proposal led to considerable irritation about the possible withdrawal of the “inland port” status for the container terminal and thus the elimination of the customs clearance practiced there. Media coverage even reported that the terminal would be closed, but this was denied by the South African Revenue Service (SARS), the national tax authority. Government agencies cited security-related aspects and economic risks as the justification for the intended change.

For 35 years, container freight has been cleared here by the customs authorities on the basis of the Customs and Excise Act of 1964, and consequently the terminal has been managed as the place of entry of the goods into the sovereign territory of South Africa in accordance with customs regulations . The influential Johannesburg Chamber of Commerce and Industry (JCCI) justified its position regarding the maintenance of the long-standing practice in the terminal by saying that the inland customs procedure would greatly relieve the seaports and border crossings. The controversy caused the date for the final parliamentary reading of the legislative proposal to be postponed to 2014.

Development of the terminal

The beginnings of this freight center go back to 1977. This year the existing freight yard was declared an inland port. But it wasn't until a few months later that a border police station was established here. The handling of the transport clearance initially remained poor. As a result, there was considerable potential for smuggling goods on the terminal area . As a result, the customs authorities were reinforced by an anti-smuggling group and an anti-drug group from the South African police.

The first inland container terminal in Southern Africa was created in City Deep . The economic area around Johannesburg is the region with the highest export volume in the country. Due to the increasing international networking of the country after the end of apartheid in 1994 and the lifting of the related embargo resolutions , a growing freight traffic developed. This development led the country's existing logistics infrastructure to the limits of its capabilities.

According to a study of domestic freight transport from 2008, the realization that the domestic transport and handling costs were too high and that a restructuring of this economic sector was necessary had prevailed in South Africa's transport sector. Several factors were found to be the main causes. This included an outdated logistics infrastructure and inadequate customs clearance in the ports and at the border crossings . As a result of a political and planning process, the decision was made to expand container-based freight transport. This resulted in construction projects at numerous locations in South African cities.

The client for the 2012 expansion investments in the City Deep Container Terminal is Transnet Capital Projects . The contract is worth 231 million rand . Overall, the City Deep expansion project is the responsibility of the project partners Transnet , the South African National Roads Agency Limited (SANRAL) and the City of Johannesburg .

The City Deep freight transport center, like numerous other logistics and industrial companies, was relocated to a former mining area of Johannesburg in accordance with urban planning considerations, in order to develop ongoing commercial re- use in the post - mining landscapes close to the center as part of urban development planning . The first phase focused on expanding the existing Kazerne Terminal , Transnet's older container terminal, and on expanding the nearby road network.

Parallel infrastructure project in Gauteng

A competing project is the Tambo Springs Inland Port and Logistics Gateway project on the N3 south-east of Vosloorus and not far from Heidelberg , also in the Gauteng province and 33 kilometers from City Deep. It is part of the plans to expand an industrial development zone (IDZ) in the vicinity of Johannesburg International Airport .
