The career of Dulca began at CFR Cluj in Divizia B . In 1995 first division club Gloria Bistrița took him under contract. In the winter break of 1995/96 he moved to league rival Rapid Bucharest . There the 1997/98 season was the most successful of his career. In addition to the runner-up behind Steaua Bucharest , he and his team won the cup final against Universitatea Craiova .
At the beginning of 1999 Dulca left Rapid and moved to the South Korean K-League for Pohang Steelers . After a year he returned to Romania to Ceahlăul Piatra Neamț . With Ceahlaul he finished the 1999/2000 season in fourth place and qualified for the UI Cup . In the winter break of 2000/01 he joined the league rivals Gaz Metan Mediaș . There he came only to three missions and had to relegate as bottom of the table. Dulca then moved to Universitatea Cluj in his hometown. After only two months, the Hungarian first division team Kispest-Honvéd Budapest signed him. There he fought with his team to stay in class. At the beginning of 2003 he joined Politehnica AEK Timișoara . After the end of the 2002/03 season, he ended his active career.

Dulca played six games for the Romanian national team . He made his debut on November 19, 1997, when he came on in the friendly against Spain in the 79th minute for Tibor Selymes . In the following games he was always part of the squad and national coach Anghel Iordănescu nominated him for the 1998 World Cup in France. After the end of his active career, Dulca worked as a football coach. In summer 2008 he became assistant coach of Viorel Hizo at FC Vaslui and was also taken over by his successor Viorel Moldovan . After Moldovan's resignation in May 2009, Dulca became head coach. He finished the 2008/09 season with two wins and qualification for the Europa League .
