The declaration on the common language of Croatians , Serbs , Bosniaks and Montenegrins was published on March 30, 2017. Two hundred intellectuals from Croatia , Serbia , Bosnia-Herzegovina and Montenegro had signed it before it was published. After that, the number of signatures rose to eight thousand in a short time. These are signatures from individuals, not from institutions or political parties .

In view of the negative social, cultural and economic consequences of political manipulation through language and the current language policy in Bosnia-Herzegovina, Croatia, Montenegro and Serbia, we, the undersigned, say goodbye

DECLARATION ON THE COMMON LANGUAGE

The answer to the question whether a common language is used in Bosnia-Herzegovina, Croatia, Montenegro and Serbia can be answered in the affirmative.

It is a common polycentric standard language - or a language spoken by several peoples in several states with recognizable varieties - such as German, English, Arabic, French, Spanish, Portuguese and many others. This fact is supported by the štokavian dialect as the common dialect basis of the standard language, the relationship between similarities and differences in the language and the resulting mutual intelligibility.

The use of four names for the standard varieties - Bosnian, Croatian, Montenegrin and Serbian - does not mean that these are also four different languages.

The insistence on the small number of existing differences and the forcible separation of the four standard varieties leads to a whole series of negative social, cultural and political phenomena, such as the use of language as an argument for the separation of children in certain multinational milieus, unnecessary "translations" in administration and media, inventing differences where none exist, bureaucratic constraints, as well as censorship (and compulsion to self-censorship), whereby the linguistic expression is imposed as a criterion of ethno-national affiliation and a means of proving political loyalty.

We, the undersigned to this declaration, believe that

  • the fact that a common polycentric language exists does not call into question the individual right to express belonging to different peoples, regions or states;
  • every state, every nation and every ethno-national or regional community can freely and independently codify its own variety of the common language;
  • all four currently existing standard varieties are equivalent and not one of them can be regarded as a language, and the others as varieties of that language;
  • polycentric standardization is a democratic form of standardization that most closely approximates the actual use of the language;
  • the fact that it is a common standard polycentric language, giving each user the option to name it as they wish;
  • between the standard varieties of a polycentric language there are differences in linguistic and cultural traditions and in practice, in the use of writing, in vocabulary and at all other linguistic levels. This is also evidenced by the different standard varieties of the common language in which this declaration will be published and used;
  • the differences between the standard varieties and the dialectal and individual differences do not justify a violent institutional separation, but, on the contrary, contribute to the vast wealth of the common language.

We therefore call on the undersigned of this declaration

  • to abolish all forms of segregation and discrimination based on language in educational and public institutions;
  • to put an end to repressive, unnecessary and harmful practices of language separation;
  • to stop the rigid definition of the standard varieties;
  • to avoid unnecessary, senseless and expensive “translations” in judicial and administrative practice as well as in the media;
  • freedom of individual choice and respect for linguistic diversity;
  • on freedom of dialectal and regional uses;
  • and, finally, to the freedom to “mix”, to mutual openness and to the mutual influence of different forms and expressions of the common language for the full benefit of all its speakers.

Origin of the declaration

The declaration emerged from a year-long project on language and nationalism that ran in all four countries in 2016 and was supported by the Civil Peace Service Forum and the Allianz Kulturstiftung . The project was carried out by four non-governmental organizations ( PEN Bosnia-Herzegovina, Kurs Kroatien, Krokodil Serbia, Centar za građansko obrazovanje Montenegro), who found the inspiration for it in the book Language and Nationalism by Snježana Kordić . As part of the project, conferences were organized in all four countries and thus insights into the language problems on site were gained.

After that, young people born after the war of the 1990s came up with the idea of ​​writing a declaration on the common language, since young people in particular as pupils in multinational environments are divided into separate schools or classes due to their national affiliation the pretext that they speak different languages. Right-wing populist parties use the pretext to convey their own account of history and hostility towards members of other religions and peoples to their future voters. Some linguists from all four countries accepted the young people's initiative and drafted the declaration. It took four months to work on it. To finish the declaration, a two-day working meeting took place in Zagreb .

The British Socio Linguist Peter Trudgill notes " that linguists are well represented on the list of signatories ." The South Slav media paid particular attention to the news that the world's most famous linguist " Noam Chomsky signed the Declaration on the Common Language ".

The declaration received enormous media coverage in all four countries and initiated the discussion about the dark side of the current language policy . Numerous prominent intellectuals from all four countries supported the declaration. In contrast, Serbian, Croatian, Bosnian and Montenegrin nationalists attacked the declaration because it destroys the nationalist myth that people and language have to be the same. Some politicians, including the Croatian Prime Minister and the President , also said that the declaration should be rejected . The low level of argumentation among these politicians was criticized in Croatia, but also in Germany and Austria .

The declaration indicates that communication between Bosniaks, Croats, Serbs and Montenegrins goes smoothly and that this is the essence of every language. The declaration does not long for Yugoslavia or any other common state, since it says that the common language does not call into question the existence of the various states and nations. The common language was standardized in the middle of the 19th century , long before the creation of Yugoslavia, and it is therefore unfounded to link it to Yugoslavia.
