Parvana is an 11-year-old girl who lives under the control of the Taliban in Kabul, Afghanistan . Her father Nurullah, who is a teacher, was permanently injured during the Soviet-Afghan war: during the war he lost his left leg and became a street vendor. After he allegedly insulted a young Taliban member, Idrees, in a Kabul market where the two were selling goods, Nurullah was wrongly arrested at dinner. Parvana's family now has no adult male relative. Her older brother Sulayman died years ago and so they, their mother Fattema, their older sister Soraya and their youngest brother Zaki are now in the situation of having no way of supporting the family, as they cannot live without a male family member allowed to go to the house. After an unsuccessful attempt by Parvana to buy food as a girl, she decides to dress up as a boy and pretend to be Nurulla's nephew "Aatish" and in this way support the family.

The trick works, and Parvana is able to get both food and money. She meets Shauzia, another young girl who dresses up as a boy to support her family. On Shauzia's advice, Parvana goes to jail where her father is being held and tries to bribe the guards so she can see him. The plan fails every time, and Parvana is scared away. She works to save more money in order to raise more bribe and takes on hard labor jobs at Shauzia, who is trying to save enough money to escape her abusive father. In the meantime, Fattema feels compelled to write to a relative in Mazar-i-Sharif and offer Soraya an arranged marriage to one of her younger cousins in exchange for a roof over her head and protection. Parvana also meets Razaq, who was with Idrees when her father was arrested; the illiterate Razaq pays her to read him a letter revealing that his wife Hawla was killed by a mine on the way to a wedding. He befriends Parvana and meets with her again and again so that she can teach him to read and write.

Parvana and Shauzia take on a hard-working job that Idrees is also present at. He recognizes her and, after being hit by a brick thrown by Parvana, tries to kill her while trying to escape. Parvana and Shauzia manage to hide and Idrees is abruptly called to a war that is just breaking out; he will not be seen again. When Parvana returns home, Fattema begs her to stop the dangerous dressing up. Fattema reports that her relatives have accepted Soraya and that they will pick her up the day after tomorrow. Parvana agrees on the condition that she still visit Nurullah in prison to let him know where they are going. Razaq has a cousin who works in prison and lets them in. She tearfully says goodbye to Shauzia and promises that they will meet in 20 years. However, while Parvana makes his way to the prison, Fattema's cousin arrives early and forces her to come with him without Parvana as the war begins and the streets will soon be blocked. Fattema finally turns angry at her cousin and refuses to move on; he leaves the family on the street.

Parvana arrives at the prison where she finds Razaq. After Parvana reveals that she is Nurullah's daughter, Razaq informs her that his cousin has gone to fight, but he will get Nurullah out; the prison is evacuated by weakened prisoners who cannot fight, and Parvana has to watch their execution. Razaq is shot in the shoulder while rescuing the weakened Nurullah, but is only non-fatally wounded and the father and daughter are reunited. Parvana goes with her father to join the rest of the family.
