action

Back in 1990, Iqbal Khan ran The Great Indian Circus in Chicago, which had seen better days. Anderson's bank, the Western Bank of Chicago, lends money to the circus director. But when they notice that he is unable to pay his debts, they close the circus. Iqbal's son, Sahir Khan, begs the banker Anderson not to close the circus because otherwise they would not be able to survive. Anderson is unimpressed. Iqbal then kills himself in front of Anderson and his son. Sahir is devastated.

In the present in 2013, Sahir still has not forgotten what happened then. He swears revenge on Anderson for his horrific deeds. Therefore, he robs several branches of the Western Bank of Chicago and always leaves a note in the form of a clown mask and a message in Hindi that reads "Rot in Hell". The police chase him down during a raid. Sahir runs down the outside wall of the bank without safety. A city chase begins. Sahir flees into a van . He is surrounded by police officers. The van explodes and Sahir drives away on a motorcycle. He drives into a public garage after sliding under a truck. He manages to outrun the police by attaching a steel cable from one building to the other and balancing the motorcycle over it.

After the unsuccessful chase, police officer Victoria asks ACP Jai Dixit and his partner Ali Akbar Fateh Khan for help in Chicago. Jai has a plan to catch the thief. He wants to get him to rob another bank so they can catch him. Jai appeared on the news and said the thief was just an amateur. He just makes noise and can entertain his fellow inmates as a clown in prison. Sahir is following the news and feels challenged. The next day he goes to Jai and talks to him about the thief. He says he's the thief, but nobody knows, except now Jai. He puts a USB stick in the laptop and shows him pictures of him and a clown. The clown is the thief; he is very much like him; a gifted magician. Sahir tells him that he knows the thief from the circus and that he wants to help the police catch him because it is the only way to help his friend, the clown, who has gone astray. Chupchap Charlie, that's how Sahir introduces him to Jai. He tells him the story of Chupchap Charlie who never spoke. One day his circus was taken away from him and for the first time he said, “Rotting in hell.” Sahir continues talking about him and says that no one has seen his face before. He would always be made up and use the city as his stage to prove his magic. Jai is convinced that he will catch Chupchap Charlie on the next raid. Sahir is now working as an informant for Jai. He's also collecting information for his next plan. Sahir calls Jai and tells him that Chupchap Charlie is robbing a bank today as April 1st is clown day.

Ali Akbar Fateh Khan stands in front of the bank and makes a phone call until Jai comes and scolds him for only having women on his mind. Suddenly, bills fall from the bank building. The police rush to the roof of the bank where they discover Sahir. They are circling him with weapons in hand. Sahir presses a switch on his pocket and flies backwards down into the depths. He gets on his motorcycle and speeds away. Ali chases him on his motorcycle and almost crashed into him trying to stop him. On the bridge, Sahir sits in the dead end. Both paths are blocked and the bridge he is standing on opens. He gives full throttle and falls off the bridge. His motorcycle transforms into a jet ski. Jai runs downstairs and jumps into a boat to resume the chase. There are riflemen on the bridge warning Sahir to fire at him if he does not stop. The jet ski dives underwater and then lands on land. Jai hangs on a ladder that is attached to a helicopter and successfully shoots the thief in the arm on the highway. Then they lose his track.

The next evening, Jai and Ali go to The Great Indian Circus , which Sahir runs with the acrobat Aaliya. Sahir shows in his performance how he conjures himself from one place to another. Jai and Ali want to arrest Sahir because they are sure he is the thief. The gunshot wound should serve as evidence. When they see that Sahir has no wound on his arm, they are amazed.

It is revealed that Sahir has an autistic twin brother named Samar. He helped Sahir with the raids, escape plans and magic arts. He was the one who got shot. Jai has since been released from the case. Ali encourages him and believes in his partner. Jai finds out that Sahir has a brother. Sahir controls Samar because he is not sane. He is only allowed to leave the house once a week. Jai tries to befriend Samar so that his plan to arrest her works. Samar fell in love with Aaliya during the performance, but he cannot show his feelings. This leads to disagreements between the brothers. Jai seizes the opportunity to get control of what is happening. When Sahir sees this, he prevents Jai from stopping her. Jai decides to catch the two in the act. Sahir and Samar successfully rob the nearest bank and escape. The next day, while they are about to leave the city, Jai meets them. Aaliya begs Samar to stop. Sahir then asks Jai to spare Samar and arrest him instead. Jai agrees and shortly thereafter Sahir jumps. Samar holds Sahir's hand at the last moment. He tells him that they were both born together and that they should die together too. Both fall and die. Aaliya takes over The Great Indian Circus and The Western Bank of Chicago goes bankrupt due to the raids of Sahir and Samar.
