The Druga Crnogorska Liga 2016/17 was the eleventh season of the second highest Montenegrin football league. The season started on August 14, 2016 and ended on May 27, 2017.

FK Grafičar Podgorica did not appear twice in a row after completing 13 games. The team was then suspended by the FSCG . The results obtained so far have been canceled. The remaining eleven teams competed against each other in three rounds.

The first in the table rose directly to the Prva Crnogorska Liga 2017/18 , while the second and third were promoted through the relegation games. In addition to FK Grafičar Podgorica, the teams were relegated to places 10 and 11 in the Treća Crnogorska League .
