The Druga Crnogorska Liga 2013/14 was the eighth season of the second highest Montenegrin football league. The season started on August 18, 2013 and ended on May 31, 2014.

The twelve teams competed against each other in three rounds, so that 33 match days had to be completed. The teams that finished in the first six places after 22 games had an additional six home games, the teams in the lower six places had five home games.
The first in the table rose directly to the Prva Crnogorska Liga 2014/15 , while the second and third were promoted through the relegation games.
After the withdrawal of FK Čelik Nikšić before the start of the season and FK Zora Spuž for the coming season, the last two were able to hold the league.
