The 2019/20 Druga Crnogorska Liga was the 14th season of the second highest Montenegrin football league. The season began on August 11, 2019. After March 11, 2020, it was interrupted due to the COVID-19 pandemic in Montenegro and resumed on June 3, 2020 with the 24th match day. The season was declared prematurely ended on July 4, 2020.

The ten teams competed against each other four times on 36 match days, twice at home and twice away. The first in the table rose directly to the Prva Crnogorska Liga , while the second and third could move up via relegation. The last two teams were relegated to the Treća Crnogorska Liga .
