Edmund Wyss

Edmund "Mundi" Wyss (born December 21, 1916 in Basel , legal resident in Riedholz and Basel, † August 17, 2002 in Basel) was a Swiss politician ( SP ). Among other things, he was a member of the National Council , a member of the government of Basel-Stadt and President of the Bank Council of the Swiss National Bank (SNB) .

Life

Wyss studied economics from 1940 to 1945 at the University of Basel and graduated with a doctorate. Then he was secretary and research assistant for the Swiss Federation of Trade Unions (SGB) . He was married since 1948.

Political career

In 1947 Wyss was elected to the Grand Council of the Canton of Basel-Stadt , where he remained until his election to the government council in 1960. He was elected in a replacement election for Hans-Peter Tschudi, who had been drafted into the Federal Council , with no opponent. In the government council he took over the department of the interior, of which he remained head until the end of his term of office and whose renaming in 1978 in the economic and social department was initiated by him. In the general renewal elections in 1960, 1964, 1968, 1972, 1976 and 1980, he was confirmed in office in the first ballot. In 1984 he stopped taking part. In 1962, 1967, 1973 and 1980 he was elected President of the Government.

In addition, Wyss was President of the SP Basel-Stadt from 1959 to 1968 and a member of the National Council from 1959 to 1971 . 1961 to 1963 he was President of the National Council Customs Tariff Commission. He also presided over the SP parliamentary group from 1968 to 1971 . When the Basler SP lost a seat in the National Council elections in 1971 , Wyss missed re-election as third-placed on the SP list behind Andreas Gerwig and Helmut Hubacher - as did his government colleague Arnold Scheider ( FDP ).

From 1960 to 1968 Wyss was a member of the Constitutional Council of both Basels, which had prepared the reunification of the cantons of Basel-Stadt and Basel-Landschaft, which failed in the 1969 referendum in Baselland . From 1952 to 1986 he was also a member of the Bank Council of the Swiss National Bank (SNB) , which he also chaired from 1978 to 1986. There were also numerous other offices, such as the Presidium of the Basel Sample Fair.

When tensions arose within the SP Basel-Stadt in the wake of the youth unrest of the 1980s and the relationship with its government councilor and police director Karl Schnyder deteriorated, Wyss's reputation in parts of the party had already declined. When Schnyder and part of the trade union wing left the party in 1982 and founded the Democratic Social Party (DSP) , Wyss initially remained in the SP, even if he no longer worked in the party. Not until the summer of 1983 did he move to the DSP a few months before the end of his term of office. As a result, the SP, as the largest party in Basel, was no longer represented in the government council until the 1984 elections. The third seat was already lost in 1976, when Hansruedi Schmid , who ran in the second ballot with civil support as a wild candidate against the SP-nominated Helmut Hubacher, was expelled from the party before his election.
