Ernst Burgbacher (born May 28, 1949 in Trossingen ) is a German politician ( FDP ).

From 2002 to 2009 he was Parliamentary Managing Director of the FDP parliamentary group .

From 2009 to 2013 he was Parliamentary State Secretary at the Federal Minister of Economics and Technology and a member of the Merkel II cabinet . Ernst Burgbacher was also the Federal Government Commissioner for SMEs and Tourism from December 9, 2009 to December 2013.

Life

education and profession

After graduating from high school in 1968 in Trossingen, Burgbacher completed a degree in mathematics and political science in Tübingen and Freiburg im Breisgau , which he completed in 1974 with the first state examination and in 1975 with the second state examination for higher education. Since then, Burgbacher has worked as a teacher for social studies and mathematics, most recently as senior lecturer , at the grammar school at Deutenberg in Villingen-Schwenningen .

Political party

Burgbacher joined the Young Democrats , the former youth organization of the FDP, in 1965 . He has been a member of the FDP since 1969. From 1989 to 2009 he was chairman of the FDP district association in Tuttlingen and from 1992 to 2012 chairman of the FDP district association in South Baden. From 1993 to 2011 he was also a member of the state board of the FDP in Baden-Württemberg and from 2003 to 2013 of the FDP federal board . From 2004 to 2011 he was deputy state chairman of the FDP in Baden-Württemberg .

Public offices

From 1996 to 2006, Burgbacher was a member of the Tuttlingen district council .

From 1998 to 2013 Burgbacher was a member of the German Bundestag . From 1998 to 2009 he was tourism policy spokesman for the FDP parliamentary group, at times he was a member of the education, home affairs and economic committee of the German parliament. Under the parliamentary group chairmen Wolfgang Gerhardt and Guido Westerwelle , Burgbacher was parliamentary manager of the FDP parliamentary group from 2002 to 2009 . In addition to this office, Burgbacher was also a member of the Council of Elders as well as the building and space commission and the art commission of the German Bundestag.

In the commission for the modernization of the federal order (KoMbO - Föderalismuskommission I) Burgbacher was a full member and chairman and from 2002 to 2007 also spokesman for federalism of the FDP parliamentary group. From 2007 to 2009, Burgbacher was chairman of the FDP parliamentary group and deputy chairman of the commission in the commission for the modernization of federal-state financial relations (FödKo - Föderalismuskommission II).

From 2009 to 2013, Burgbacher was Parliamentary State Secretary at the Federal Minister of Economics and Technology and the Federal Government's Commissioner for SMEs and Tourism.

From 1998 to 2019, Burgbacher was also President of the Federal Union of German Orchestra Associations (BDO), the umbrella organization for instrumental amateur music in Germany, and in this capacity, by virtue of his office, alternately President or Vice-President of the Federal Association of German Choir and Orchestra Associations (BDCO). After the merger with the Federal Association of German Choir Associations to form the Bundesmusikverband Chor & Orchester eV, Burgbacher did not stand for the election of the President after 20 years of commitment. In the founding meeting of the new umbrella organization, he was made an honorary member because of his services. From 2013 to 2017 he was Vice President for Finance of the German Athletics Association (DLV).

Ernst Burgbacher has always drawn into the Bundestag via the state list of the FDP Baden-Württemberg .

In its Rottweil - Tuttlingen constituency, the FDP achieved the best nationwide result in the federal election on September 27, 2009 with 21.9% of the second vote .

For the general election in 2013 Burgbacher did not occur again.

Private

Ernst Burgbacher has been married since 1979 and has two children.

Political positions

Burgbacher succeeded in ensuring that the brown tourist information boards along the motorways can be set up at shorter intervals than before due to a change in the law.

He also campaigned for this and was thus able to contribute to the abolition of the so-called tip taxation. In addition, as a member of the Federalism Commission, he campaigned for the constitutional anchoring of a ban on debt for the federal and state governments.
