Distribution of seats in the Flemish Parliament

A total of 124 seats

The Flemish parliamentary election in 1995 took place on May 21, 1995 at the same time as the national parliamentary election. The Flemish Parliament is also the Parliament of the Flemish Community and the Flemish Region . Of the 124 MPs, 118 are elected in the Flanders region and six in the Brussels-Capital region . This was the first direct election to parliament.

Electoral system

The Flanders region comprised eleven constituencies. The number of MPs per constituency was proportional to the number of inhabitants, determined in a royal decree of October 15, 1993. If the province formed a single constituency, the seats were distributed proportionally according to the D'Hondt method .

If there were several constituencies in the province, the following procedure applied: First, the lists in the individual constituencies were given a seat for each full hare quota . The remaining seats were allocated at the provincial level in such a way that the seats were distributed proportionally to the parties within the province after the D'Hondt procedure , and these seats allocated at the provincial level were assigned to the individual constituencies in a complicated process. To participate in the distribution of seats, the party's number of votes in at least one constituency of the province had to be at least 66% of the Hare quota.
