François Couchepin

François Couchepin (born January 19, 1935 in Martigny ; resident in Martigny) is a Swiss lawyer and politician ( FDP ). He was Federal Chancellor from 1991 to 1999 .

biography

The son of federal judge Louis Couchepin and cousin of Federal Councilor Pascal Couchepin studied law at the University of Lausanne . In 1957 he graduated with a licentiate , two years later he received patents as a lawyer and notary in the canton of Valais . From 1964 to 1980 he ran his own law firm in Martigny. In 1965 Couchepin was elected to the Grand Council of the Canton of Valais and belonged to it until 1980, several years of which as president of the free-thinking parliamentary group. In 1975 he ran unsuccessfully in the Council of States elections . In addition, he was Deputy Secretary of the Swiss Association for the Council of European Municipalities and Regions .

In 1980 Couchepin joined the Federal Chancellery as head of the French department of the central language services. The following year the Federal Council appointed him Vice Chancellor. Ex officio he was a member of the General Defense Staff . In addition, he headed the working group on the revision of the Federal Act on Political Rights and was appointed interim as a special commissioner for state security files in 1990 in connection with the investigation of the Fichenskandal . After Chancellor Walter Buser announced his resignation in 1991, there were four official candidates for his successor. In addition to Couchepin, these were Achille Casanova ( CVP ), Max Friedli ( SVP ) and Kurt Nuspliger ( SP ). Finally, Couchepin was elected by the Federal Assembly in the sixth ballot .

There were several organizational changes during Couchepin's tenure. The Federal Data Protection Officer was assigned to the Federal Chancellery, in return the Federal Office for Printing and Materials was subordinated to the Federal Office for Buildings and Logistics in the Finance Department . Couchepin was in charge of the extensive computerization of the federal administration, which also included the development of databases and websites. As part of peacekeeping in the Balkans , the Federal Chancellery has been responsible for elections in Bosnia and Herzegovina and Kosovo since 1996 . When Couchepin reached retirement age, he resigned at the end of 1999.

In 2002 he attended the 50th Bilderberg Conference in Chantilly, Virginia .
