Francis Stillman Barnard
Sir Francis Stillman ("Frank") Barnard , KCMG (born May 16, 1856 in Toronto , † April 11, 1936 in Victoria ) was a Canadian politician and businessman . As a member of the Conservative Party , he was a member of the lower house from 1888 to 1896 . From 1914 to 1919 he was Lieutenant Governor of the Province of British Columbia .
biography
Barnard moved to British Columbia with his mother in 1860. Father Francis Jones Barnard had moved there a year earlier during the Cariboo gold rush and started a transportation company. The BC Express Company (also known as Barnard's Express ) gained a dominant position in horse-drawn carriage transport from the coast to interior British Columbia in the years that followed. He sent his son Francis to Victoria and London (Ontario) for training .
In 1873 Barnard returned to British Columbia to support his father in the company. When he suffered a heart attack in 1880, he took over the management. He expanded into river navigation, real estate development, mining, wood processing and animal husbandry, making him one of the wealthiest people in the province. In 1886 and 1887 he was a member of the Victoria City Council.
In a by-election in the Cariboo constituency in 1888, he successfully ran for a seat in the House of Commons . He supported the federal government of John Macdonald and actively promoted the rapid settlement and development of the province. In 1896 he retired from politics and in the following year was one of the founders of the British Columbia Electric Railway (later BC Hydro ), which he took over management.
Governor General Prince Arthur swore in Paterson on December 14, 1914 as Lieutenant Governor of British Columbia. He held this representative office until December 18, 1919. His younger brother George Henry Barnard (1868-1954) was also a member of the lower house and a senator .
