Franz Keller attended high school in Karlsruhe. He then studied Catholic theology and economics in Freiburg im Breisgau. He was ordained a priest in 1896 and worked as a chaplain in Bruchsal, Rastatt, Walldürn and Freiburg im Breisgau, then as a chaplain in Heitersheim and from 1900 to 1902 in the college dormitory Collegium Sapientiae in Freiburg. He received his doctorate in 1903 as Dr. rer. pole. and in 1905 Dr. theol. In 1904 Keller was the parish administrator and in 1905 pastor in Heimbach in the Archdiocese of Freiburg .

In 1918 Franz Keller became professor for social ethics at the Albert Ludwig University of Freiburg and in 1924 for moral theology . On April 3, 1925, he founded the Institute for Caritas Science in Freiburg and became its first director. Keller was editor of the studies on Catholic social and economic ethics and the writings on Caritas studies .

In this activity he has particularly contributed to the profile of this discipline as a practical science within moral theology. Keller understood Caritas science as a theological, practical discipline that relates to Caritas aid as the free community action of the Church, "the virtue of Caritas supernaturally founded and developed by divine grace "; it takes place within the "Catholic Church as the perfect supernatural society founded by Christ and guided by the Spirit of God for the establishment of the kingdom of God on earth and for the completion of the communion of the saints "

Keller campaigned for wars to be outlawed. At first he showed sympathy for National Socialism for fear of the closure of the Institute for Caritas Science, but sharply attacked the ideology of eugenics . In 1934 he was therefore put into retirement; the Institute for Caritas Science was closed in 1938 and was only able to resume its work in 1947.
