Community organ
Municipality organs in the Federal Republic of Germany is the generic term for the organs of a city , a municipality or a district defined in a municipal code of a federal state .
The names and meanings of these communal organs vary significantly in the individual federal states . There are also differences depending on whether it is (only) a municipality or a city.
A representative body is understood to be the “ parliament ” of a municipality, which is elected by the citizens , although constitutionally correct it is not a real parliament, but only part of the (self) administration of the municipality. It is therefore to be assigned to the executive and not to the legislative branch .
Legal disputes between different municipal bodies are decided in the municipal constitutional dispute .

Chair
In some federal states, the representative body elects one or more chairpersons in the constituent meeting. The chairman of the body has different names in the individual federal states. In other federal states, the mayor or lord mayor elected by the citizens as head of administration is also the born chairman of the representative body. So there is no special chairman, but a member of the representative body is usually elected as the general deputy of the mayor or lord mayor.

Administrative body
The administration is usually not run directly by the “parliament”, but in some federal states the mayor, as the head of administration, is also the chairman of the representative body. However, there are different models for managing an administration according to the municipal regulations of the federal states. The names differ accordingly.
Body
The municipality's full-time electoral officers are provided with committees in various federal states for advice and decision-making on matters. In federal states in which there is no such body, only the full-time electoral officer heads the administration as an individual. In these cases the word “not applicable” appears in the table.

Chair or individual
The chairman of the administrative body accordingly bears different names in the individual federal states. In federal states in which there is no board as an administrative body, an individual is at the head of the administration. In these cases, the function of “chairing the administrative body” is not necessary.
