The Common International Tariff for the Transport of Passengers ( French : Tarif commun international pour le transport des voyageurs (TCV) , English : Special Conditions of International Carriage (SCIC) ) is a tariff for the international passenger transport of European railway companies and shipping companies. The corresponding tickets are also known as Non Reservation Tickets (NRT).

The legal basis is formed by the Uniform Rules for the Contract for the International Carriage of Persons and Luggage by Rail (CIV) .

Tariff regulations

General

The TCV (new: SCIC) is used when a participating railway issues tickets for a route between two train stations within the TCV's area of ​​validity, whereby at least one of these train stations is usually located abroad or it has to be a border tariff point . For continuous international trips, the price is calculated for each transport company (carrier / carrier) and then added up. The carriers involved can be seen from the four-digit codes in angle brackets in the route regulations on the ticket. So-called global price trains for which only these global or relation prices apply are excluded from this procedure . However, some of these trains can also be used with TCV tickets for a surcharge.

Common International Tariff for the Transport of Passengers (TCV)

The "Common International Tariff for Passenger Transport (TCV)" consists of four parts:

  • Book I - Special Conditions of Carriage and Tariffs (BBT)
  • Booklets II and III contain the regulations on border points, tariff distances and prices
  • Book IV - Part I - Special provisions for connections between certain countries

Booklet I and Book IV of DB AG can be viewed on the corresponding website. Parts II and III can be viewed for some railways on the homepage of Hungarian Railways (MÁV) or at all sales outlets.

The railways participating in the TCV tariff are listed in the table below. Each of these lanes has a four-digit carrier code. This is also indicated on the tickets with the route regulations (e.g. <1080> Dresden * Schoena (Gr) <0054> Decin )

TCV series

A TCV series is a route defined by the respective carrier with price and route regulations between two tariff points (mostly train station or border point). TCV series are clearly numbered and can be strung together depending on the sales system (e.g. series from A to B and series from B to C to create a ticket from A to C, for which there is no direct series).

Surcharges

In some countries, a surcharge is required to use certain trains. Usually this is purchased together with a reservation card. Surcharges must also be paid for the use of sleeping and couchette cars. The amount of these surcharges depends on the comfort category, but also the length of the route and the operator of the sleeper / couchette car.

The current tariff and transport conditions can be viewed at www.bahn.de/agb . TCV tickets are valid on all DB AG trains - on trains that require a reservation only with a reservation / surcharge - and many other trains operated by non-federal railways.

Surcharges

Surcharges are only available in the form of surcharges for trains that require a reservation (see below).

The trains are divided into three product classes:

  • ICE : ICE, TGV, RJ
  • IC / EC : IC, EC, D, EN, IC bus
  • C : IRE, RE, RB, S

The fare is calculated for the entire route in the highest product class used.

With TCV tickets from foreign railways, trains of all product classes including ICE can be used. Exceptions to this rule are noted on the ticket ( "DB: Only valid in IRE, RE, RB, S" ).

Reservations

Reservations are possible for all long-distance trains. Surcharges or surcharges (including a reservation) are required for the following trains:

  • EN seating car, couchette or bed
  • BWE Berlin-Warsaw-Express In international traffic, PKP only issues global prices. The DB, however, sells a separate free reservation together with the TCV ticket.
  • TGV TCV tickets are only issued or recognized for journeys within Germany in the TGV. For cross-border trips, only global price tickets including reservations are accepted. The same applies to ICE trains to / from Paris.
  • In ECE traffic with Italy, only global prices with an integrated reservation are issued; TCV tickets are not recognized here. Reservations are not required for traffic with Switzerland, TCV tickets are recognized.
  • IC bus buses of the DB on routes that are poorly developed by rail. Basically reservation required. TCV tickets are recognized. On the Nuremberg – Prague route, DB TCV tickets are issued via the virtual Waidhaus (Gr) tariff point , the carrier is the DB to Prague, and when traveling from Prague on ČD trains, the tariff limit is in Prague.
International discounts
  • Europe-Special : From 39 EUR from every station in Germany included in the DB tariff to Slovakia, Poland, the Czech Republic, Hungary, Slovenia, Croatia, Luxembourg, Denmark, the Netherlands, Belgium, Switzerland, Austria and to French destinations at the POS as well in the direction of Marseille and selected destinations in Italy. The offer is also available for 19 and 29 euros for selected routes. With the BahnCard 25 there is another 25% discount on the DB part of the price.
  • London special : For trips to London via Brussels and only on the ICE and Eurostar.
  • Bavaria-Böhmen-Ticket / Saxony-Böhmen-Ticket
  • Regio-Spezial Poland : 50% discounted TCV for destinations close to the border in Poland.
  • SparNight : From 29 EUR ( seated car) on the EuroNight.
National discounts
  • Saver price : From 29 EUR throughout Germany (up to 250 km: from 19 EUR). 25% discount for BahnCard 25 holders, BahnCard 50 holders also receive a 25% discount on connections that are only made in long-distance trains. This offer is tied to long-distance trains.
  • Country tickets , e.g. Sometimes also in single or night variants
  • Nice weekend ticket valid throughout Germany on Saturday or Sunday with up to five people in all IRE, RE, RB and S as well as on trains of many non-federal railways.
  • Quer-Durch-Land-Ticket valid throughout Germany on one day from Monday to Friday from 9 a.m. with up to five people in all IRE, RE, RB and S as well as on trains of many non-federal railways.
  • Sparnight : From 29 EUR ( seated car) only in EuroNight across Germany.

Surcharges

Surcharges are to be paid in the form of surcharges for pass offers (InterRail etc.) on all trains requiring a reservation. The price starts at three euros in the "période normal" (normal load time).

Reservations

Reservations are compulsory for all long-distance trains (except for some Intercités lines).

International discounts
  • Railplus is only valid for young people up to 25 and seniors over 60.
  • Global price trains : There are limited special offers for almost all international global price trains.
National discounts
  • Prem’s - Premier Prix: early bird price, e.g. Sometimes from 20 EUR / 40 EUR (2nd / 1st class) per route; only for direct connections. Exchanges or refunds are excluded.
  • Découverte 25 : Reduction for young people up to 25. On trains that do not require a reservation, the reduction is 25% on the normal fare in the "période bleue". The reduced seats are allotted on the global price trains. With the "Carte 12/25" there is an additional discount.
More information Several times a year there are special offers with discounted tickets, which are usually not exchangeable or refundable. These promotions are often only announced at short notice in advance.

Surcharges

With TCV tickets from foreign railways, trains of all product classes can be used. When using Icity-, the tariff surcharges must be paid. On the route Thessaloniki to Athens in the Icity, this is EUR 20 in 2nd class and EUR 27 in 1st class.

Small surcharges are also levied for the use of some express trains in 1st class between Thessaloniki and Athens.

Different regulations may apply to trains in suburban traffic in Athens and in the Peloponnese.

Reservations

Reservations are recommended for all long-distance trains, compulsory for Icity . The reservation fee is included in the surcharge. Reservations for domestic and outgoing trains can only be made on site. When purchasing a ticket at the same time, the reservation is often included in the ticket. A reservation is required for international traffic with Bulgaria (1 euro, when booking a return trip at the same time 50 cents), in traffic with Macedonia and Serbia not, whereby a couchette can be reserved for 8 euros on the night train to Belgrade.

International discounts
  • Balkan Flexi Pass : valid for 5, 10 or 15 days of your choice within a month in Bulgaria, Greece, Turkey, Macedonia, Bosnia and Herzegovina, Montenegro and Serbia; available for 1st and 2nd carriage class; Discounts for children up to 12 years, young people up to 26 years and seniors from 60 years. When using the Balkan Flexi Pass in Greece, the comparatively high reservation fees (20 euros) in the IC Thessaloniki-Athens should be considered.

ATOC ended the recognition and sale of TCV tickets in December 2015. Only the national tariff applies, in which a distinction must be made between peak and off-peak times, return tickets are greatly reduced. Separately issued tickets are required to use the Stansted Express or Gatwick Express. The Eurostar is not included in the British tariff system and requires its own global price tickets.
