On January 1, 1881, Wagner took over the school system in Altona. He was particularly committed to the Diakonissenanstalt in Altona and chaired it for many years until the end of his life. He cooperated closely with Theodor Schäfer and his successor Pastor Hoffmann. Together with Pastor D. Schäfer he founded the cripple home "Alten Eichen" in Stellingen and took over its chairmanship. During the First World War he worked in the "War Aid". He set up "war sewing rooms" in which clothes for the needy were made.
