Helwan ( Arabic محافظة حلوان Muhāfazat Hilwān , DMG Muḥāfaẓat Ḥilwān ) was a governorate in Egypt and was located in southern Cairo . The governorate existed since April 18, 2008 on the basis of Presidential Decree 114/2008.

The Helwan Governorate included the cities of Maadi , Helwan , 15th May City , New Cairo , Haikstep , Badr and asch-Schuruq .

As part of the appointment of numerous new governors, the governorate was repealed on April 14, 2011 by the Egyptian Prime Minister Essam Sharaf and the area was added to the al-Qahira governorate .
