Hüseyin Hilmi Pascha ( Ottoman حسین حلمی پاشا Hüseyin Hilmi Paşa , also Hussein Hilmi Pasha ; * April 1, 1855 in Midilli, today Lesbos ; † 1922 in Vienna ) was a statesman and grand vizier of the Ottoman Empire .

Life

Hilmi Pascha was partly of Greek origin, one of Hilmi's ancestors who converted from Christianity to Islam . Hilmi graduated from the middle school (Rüşdiye) in Mytilini (then Midilli ) and attended the madrasah for a while , where he took lessons in Fiqh and French. In 1878 he entered the civil service as a clerk (Tahrirat Kalemi) . In 1897 he became governor of Vilayets Adana for a short time and until 1902 he was governor of Yemen . From 1903 to 1908 he held the post of General Inspector for Rumelia , namely for the provinces of Vilâyet Saloniki , Vilâyet Kosovo and Vilâyet Manastır . In particular, he is known for his work as General Inspector of Rumelia. This post earned him a reputation for honesty, efficiency, independence and as a supporter of liberal ideas both in Europe and among the Young Turks . As inspector general he was one of the reporters of Sultan Abdülhamid II on the situation in Rumelia in the run-up to the constitutional revolution of the Young Turks in July 1908.

Hilmi Pascha was Minister of the Interior (Dahiliye nazırı) in the government of Kâmil Pasha formed on October 30, 1908 . From February 14, 1909 to April 13, 1909, Hüseyin Hilmi Pascha was Grand Vizier. Thus he was the last Grand Vizier of Sultan Abdülhamid . For a short time he was also Minister of Justice (Adliye nazırı) in Ahmed Muhtar Pasha's cabinet . His second and final term as Grand Vizier lasted from May 5, 1909 to December 28, 1909.

Between October 15, 1912 and 1918, Hilmi Pascha was ambassador in Vienna and thus the last ambassador of the Ottoman Empire in Austria . After the allied armistice with the Ottoman Empire, Hilmi Pascha was banned from returning to Turkey due to his proximity to the Young Turkish İttihad ve Terakkî (“Unionists”), who had now been discredited when the “Liberals” came to power in Turkey. Hilmi Pascha had given up his post due to health problems. He stayed in Vienna until his death. His grave is in the cemetery of Şeyh Yahya Efendi Dergahı in Beşiktaş , İstanbul .
