Hans-Dieter Bücken

Hans-Dieter Bücken (born December 1, 1932 , † January 16, 2006 ) was a German hydraulic engineer. Between 1970 and 1992 he was the head of the Bremen Water Management Office .

Working life

The qualified engineer Bücken initially worked as a scientific assistant at the Technical University of Hanover and from 1962 worked as a technical employee at the Bremen water management office. There he was promoted from the Senate on September 14, 1965 to the building officer, on September 17, 1968 to the senior building officer and on September 15, 1970 to the building director. During these years he played a "significant role in the expansion of Bremen's flood protection systems."

On September 23, 1970 he was appointed head of the Water Management Office as the successor to Günther Traeger (1905–1981), who was retiring for reasons of age . In 1974, the Bremen Water Management Office was in charge of drawing up the Weser heat load plan for the Working Group of the Länder to keep the Weser clean . Numerous large hydraulic engineering projects were planned and carried out in Bremen under his long-standing leadership . This included the comprehensive redesign of the flood protection after the Weser breakthrough in 1981 and the relocation of the Ochtum in 1989/1990 . He played a key role in the planning of the three barrages at Lesum (1971–1974), Ochtum (1971–1976) and Hunte (1976–1979), the latter both being in Lower Saxony , as well as in the early days of the new Bremen Weser power station .

With regard to the water quality of the Weser in 1976, in a conversation with the news magazine Der Spiegel , he complained about the “simple way of thinking” of cities and municipalities, which up until the 1950s discharged untreated wastewater into the rivers. This also applies to industrial companies with old water rights. In his opinion, “the power plants contributed to this with their heat. that the bad condition of the Weser has occurred ”. At the beginning of March 1981 the Bremen District Court sentenced Bücken - at that time also the city’s environmental protection officer - to a fine of 650 D-Marks for “deliberate unauthorized water pollution” . As head of office, he was made responsible for the fact that there is a “big gap between claims and reality” when it comes to environmental protection and legislation. He was accused of having allowed a so-called de-oiling boat of a private company to be in use on the Weser from October 1976 to August 1977, the technical equipment of which was unable to adequately clean the quantities of waste oil taken over from inland vessels before they were discharged into the river. As a result, the court saw the offense of water pollution as fulfilled.

On April 1, 1992, Bücken moved to the Jena- based, newly founded Thuringian State Institute for the Environment (TLU) as President . In September 1997, Volker Sklenar - then Minister for Agriculture, Nature Conservation and Environment of the Free State of Thuringia - officially retired. After his retirement, Bücken worked on water law proceedings for the Bremen real estate investment company Müller & Bremermann, verifiably in the summer of 2001.

Others

Between June 30, 1998 and October 15, 2002 he was Chairman of the Board of Directors of the Jena Philharmonic Society. He was also a passionate canoeist . In the mid-1980s he worked as a consultant for hydraulic engineering in the German Canoe Association and focused his work on weir overcoming systems.
