Volker Sklenar

Volker Sklenar (* 6. November 1944 in Mittweida , Saxony ) is a German politician of the CDU . From 1990 to 2009 he was Minister for Agriculture, Nature Conservation and the Environment of the Free State of Thuringia .

Life

Volker Sklenar grew up on his grandfather's farm, so his interest in agriculture was aroused at an early age. 1961 to 1964 he completed an agricultural apprenticeship as a "field host". With this degree he also obtained the university entrance qualification . Following this, he did an internship ( horse manager / horse breeder ) in the state stud (stallion depot) Neustadt (Dosse) , Brandenburg (today: Brandenburgisches Haupt- und Landesgestüt Neustadt / Dosse ) from 1964 to 1965 . In 1965 he took the study of agricultural science at the Friedrich Schiller University Jenaon. In 1970 he completed his studies with the title of qualified farmer . This was followed by advanced (research) studies at the Karl Marx University in Leipzig . In 1973 he received his doctorate. agr. (agriculturae) (Doctor of Agricultural Sciences).

After completing his studies, Volker Sklenar worked in various large farms: from 1972 to 1985 as production manager of the LPG (T / Tierproduktion) Großobringen, district of Weimarer Land , from 1985 to 1989 as department manager for animal production in the AIV (agricultural industry association) Berlstedt (which was established in 1971 largest dairy cattle facility in the GDR), from 1989 to 1990 as director of the Neumark pig fattening facility (near Weimar) .

In the GDR he was a leading member of the Democratic Peasant Party of Germany ( Block Party ), which he joined in 1969. In the first free state elections after reunification on October 14, 1990, Volker Sklenar entered the 1st Thuringian state parliament with a direct mandate ( constituency Sömmerda I - Gotha III ) and an absolute majority. At the same time he became a member of the CDU regional executive committee. In the three subsequent state elections (October 16, 1994, September 12, 1999 and June 13, 2004) he was able to move into the Thuringian state parliament via a direct mandate in his constituency (2004: 49.2 percent of the vote).

In the first freely elected government of Thuringia ( Josef Duchač government 1990 to 1992), Volker Sklenar became Minister for Agriculture and Forests . When Bernhard Vogel was elected Prime Minister in February 1992 after Duchač's resignation in January 1992 , Volker Sklenar took over in his Vogel I cabinet . Vogel was Sklenar in his subsequent cabinets ( Cabinet Bird II and Cabinet Bird III ) made the previous agriculture and environment ministry newly formed Thuringian Ministry of Environment and Agriculture conduct from 1999 Ministry of Agriculture, Conservation and Environment. In the same role, Prime Minister Dieter Althaus took him over into his government ( Cabinet Althaus I and Cabinet Althaus II ).

In the state elections in 2009 , Sklenar no longer applied for a direct mandate. Since the CDU suffered heavy losses and 15th place on the state list was not enough for re-election, Sklenar left the state parliament after four full terms. Since Birgit Diezel was elected President of the State Parliament in the constituent session of the 5th Thuringian Parliament, Sklenar took over the post of Deputy Prime Minister on September 29, 2009. Sklenar then no longer belonged to the new cabinet under Prime Minister Christine Lieberknecht . After almost 19 years, he left the government on November 4, 2009 - as the longest serving minister in a German state government at that time.

Volker Sklenar was a member of the Board of Directors of Landwirtschaftliche Rentenbank until December 31, 2007 .
