The Cabinet Bird III was the Thuringian state government between 1999 and 2003. In the election for the third Parliament of the Free State of Thuringia on 12 September 1999, received CDU of Prime Minister Bernhard Vogel first time the absolute majority of votes (51.0 percent) and formed based on this result a sole government . The previous coalition partner, the SPD , suffered a significant loss of votes (minus 11.1 percentage points ) and had to hand over the role of the second strongest force in the state parliament to the PDS .

In the constituent session of the 3rd state parliament on October 1, 1999, Bernhard Vogel was elected Minister-President of Thuringia for the third time . He then formed his state government , which was based on 49 state parliament mandates from the CDU parliamentary group against 39 mandates from the opposition parties PDS and SPD. On June 5, 2003, Bernhard Vogel announced his resignation for reasons of age and handed over his office to the CDU state chairman and former minister of education, Dieter Althaus .

At the time of his resignation from the office of Prime Minister Vogel had set two "records": He was the only politician to be head of government in two countries ( Rhineland-Palatinate , 1976–1988; Thuringia, 1992–2003) and he was in office at the age of 23 longest at the head of German state governments.
