The Cabinet Althaus II formed the Thuringian state government from 2004 to 2009 . In the 4th state election on June 13, 2004, the CDU narrowly defended its absolute majority of the seats in the Thuringian state parliament - despite a significant loss of votes of 8.0 percentage points : it achieved 45 seats against 43 seats from the opposition from the PDS and SPD . In the constituent session of the 4th state parliament on July 8, 2004, the CDU state chairman and top candidate Dieter Althaus was re-elected as Thuringian Prime Minister and presented his new state government on the same day.
Following the resignation of Karl Heinz Gasser as Thuringian Minister of the Interior on April 8, 2008, the cabinet was reorganized on May 8, 2008 to include several positions. The CDU member of the state parliament, Peter D. Krause , originally intended for the office of minister of culture , declared his resignation on May 5, 2008 after strong public criticism because of his past as the author of the right-wing populist weekly newspaper Junge Freiheit ; instead, the previous CDU member of the Bundestag Bernward Müller took over the office.
On New Year's Day 2009, Prime Minister Dieter Althaus was seriously injured in a skiing accident that he himself caused. Until his return to office on April 20, 2009, his deputy Birgit Diezel took over the official duties of the Prime Minister.
After the poor performance of the CDU in the 5th state election on August 30, 2009 - the party lost 11.8 percentage points and the absolute majority in the state parliament - Dieter Althaus submitted his resignation on September 3, 2009 . According to Article 75, Paragraph 2, Clause 2 of the Constitution of the Free State of Thuringia , the term of office of the entire state government also ended; she remained in office until the new state government , led by the previous Minister of Social Affairs Christine Lieberknecht , took office on November 4, 2009. As Finance Minister Birgit Diezel in the inaugural session of the fifth parliament on September 29, 2009 Parliament President was elected, she resigned from the Cabinet. State Chancellor Klaus Zeh took over the provisional management of the Ministry of Finance , while the longest-serving minister Volker Sklenar (member of the government since November 1990) became Deputy Prime Minister.
