The Vogel II cabinet formed the Thuringian state government from 1994 to 1999 . After the 2nd state parliament election on October 16, 1994, the FDP , the previous coalition partner of the CDU state chairman and Prime Minister Bernhard Vogel , was no longer represented in the Thuringian state parliament. Since the CDU had to accept a slight loss of votes in the election (minus 2.8 percentage points ) and could not govern alone, it entered into a “ grand coalition ” with the strengthened SPD (plus 6.8 percentage points). Together, the governing parties held 71 of the 88 mandates in the state parliament ; 17 seats were held by the only opposition party, the PDS .
Bernhard Vogel was re-elected Prime Minister of Thuringia on November 30, 1994 and presented his government to the grand coalition on the same day . She held office unchanged until the 3rd Thuringian Parliament met on October 1, 1999.
