The Lieberknecht cabinet formed the state government of the Free State of Thuringia from November 4, 2009 to December 5, 2014 . After the CDU had lost the absolute majority of the state parliament mandates in the state elections in 2009 , Prime Minister Dieter Althaus took responsibility for the election defeat and announced his resignation a few days later . The formation of a “ grand coalition ” with the SPD was taken over by the previous Minister of Social Affairs, Christine Lieberknecht , who was elected by the Thuringian state parliament on October 30, 2009 as the new Thuringian Prime Minister and thus the first female head of government in Thuringia.

This required a third ballot, as Lieberknecht only received 44 votes in each of the first two ballots and thus missed the necessary majority of the members of the state parliament (45 of 88 votes). Only after Bodo Ramelow , the top candidate of the party Die Linke , emerged as the opposing candidate, was Lieberknecht's election successful: Although a simple majority of the votes was sufficient in the third ballot, she even received seven additional votes from the opposition parties . The appointment and swearing in of ministers took place on November 4 in 2009.

In the election for the 6th Thuringian state parliament on September 14, 2014, the SPD suffered a strong loss of votes (minus 6.1 percentage points ), while the CDU rose slightly (plus 2.3 percentage points) and remained the strongest parliamentary group . Nevertheless, the SPD decided against a continuation of the arithmetically possible grand coalition and formed a new government alliance together with the parties Die Linke and Bündnis 90 / Die Grünen .

The 6th Thuringian State Parliament met for the first time on October 14, 2014. This ended the term of office of the state government. In accordance with Article 75, Paragraph 2 of the Constitution of the Free State of Thuringia, she remained in office until December 5, 2014, when the newly formed red-red-green coalition under Prime Minister Bodo Ramelow began its work.

Changes

Interior Minister Peter M. Huber moved to the Federal Constitutional Court as a judge on November 16, 2010 . Finance Minister Marion Walsmann temporarily took over the official duties of the Ministry of the Interior . Since State Chancellor Jürgen Schöning announced his departure from the state government, the cabinet was transformed into three positions on December 8, 2010: Wolfgang Voss , former State Secretary in the Saxon State Ministry of Finance , was appointed Thuringian Minister of Finance. His predecessor Marion Walsmann became Minister for Federal and European Affairs and head of the Thuringian State Chancellery, while the previous Secretary of State Jörg Geibert took over the management of the Thuringian Ministry of the Interior.

On September 24, 2013, State Chancellor Marion Walsmann was dismissed. Her successor was appointed on October 16, 2013, Jürgen Gnauck , who already held this office once from 1999 to 2003 under the former Prime Minister Bernhard Vogel . Another change of minister took place a few weeks later: Economics Minister Matthias Machnig resigned on November 29, 2013 to lead the SPD's election campaign for the 2014 European elections . His successor on December 18, 2013 was Uwe Höhn , the previous chairman of the SPD parliamentary group.

On July 1, 2014, Jürgen Gnauck, head of the state corporation, announced his resignation. Since the Thuringian state election was imminent on September 14, 2014, the office was no longer filled. The representative of the Free State of Thuringia at the federal level, Ministerialdirektor Reinhard Stehfest, took over the management of the State Chancellery on a temporary basis.

The last personnel changes in the "Lieberknecht Cabinet" took place after the state government was only in office in accordance with the state constitution. At the constituent meeting of the 6th Thuringian State Parliament on October 14, 2014, Transport Minister Christian Carius was elected President of the State Parliament and Minister of Economics Uwe Höhn was elected Vice-President. Until the inauguration of the new state government from office of Joerg Geibert (Construction, Regional Development and Transport) and were Heike Taubert (Economy, Labor and Technology) business leaders perceived.
