The Cabinet Althaus I formed the Thuringian state government from 2003 to 2004 . The CDU state chairman Dieter Althaus was elected by the Thuringian state parliament on June 5, 2003 as the third Thuringian Prime Minister since 1990. Althaus continued the sole CDU government of his predecessor Bernhard Vogel , which had been in office since the 1999 state elections , and presented the ministers to the new state government the following day .

Bernhard Vogel (CDU), who has been in office since 1992 and is now 70 years old, resigned from the office of Prime Minister in order to hand over the leadership of the state government to Dieter Althaus, who was 26 years younger than he was before the forthcoming fourth state election on June 13, 2004 .

With the meeting of the 4th Thuringian State Parliament on July 8, 2004, the term of office of the state government ended in accordance with Article 75, Paragraph 2 of the Constitution of the Free State of Thuringia .
