Hans-Joachim Ritter (born August 18, 1949 in Speyer ) is a German graduate in administration. From 1989 to 1993 he was federal chairman of the Ecological Democratic Party (ödp) and chairman of the Foundation for Ecology and Democracy, which he founded in 1992 .

Family and professional career

Ritter, the son of an administrative employee, first attended elementary school from 1956 to 1964 and then attended business school for two years, from which he graduated with a secondary school leaving certificate. He then attended the vocational school from 1966 to 1968, where he completed a final apprenticeship examination. After that he was a candidate for the senior service with the city administration of Speyer until 1971 ; In 1971 his career test also took place. From 1991 until his retirement he was in charge of the building administration of the city of Speyer.

From 1971 to 1975, in addition to his job, he attended the Rhineland-Palatinate Administration and Business Academy for seven semesters and obtained the municipal diploma ; In 1987 he became a graduate in administration (FH) . Ritter is currently also teaching at the German University for Administrative Sciences in Speyer .

He is Catholic, has been married since 1977, has two grown-up children (a son and a daughter) and lives in Rülzheim .

Political career

JU, CDU and first years at ödp (1972–1989)

Hans-Joachim Ritter became a member of the Junge Union in 1972 and a member of the CDU in 1975 , for which he sat on the local and community council of Rülzheim from 1979. He was a member of both bodies until 1989. In 1983, after irreconcilable differences between his party in environmental policy, he switched to the ödp, which had been founded a year earlier. At the same time he became chairman of the newly founded Speyer-Germersheim district association . In October 1984 he became its state chairman in Rhineland-Palatinate . He held this office until the spring of 1990. Ritter ran for the European elections in 1984 at number 5 on his party's federal list.

Federal Chairman of the ödp (1989–1993)

After the ödp's decision to delimit the law at the 1989 party conference in Saarbrücken, the ödp founder Herbert Gruhl no longer ran for federal chairmanship. The successors in discussion were Ritter on the one hand and Hermann Bentele on the other. The choice fell on Ritter because the delegates trusted him to act as an intermediary between the party base and Gruhl.

Just one year later, at the federal party conference in Würzburg, which took place on January 20, 1990, Ritter differentiated himself from the Independent Ecologists , a right-wing group of former renegade Ödp members who helped found the Independent Ecologists of Germany (UÖD) in 1991 . At the same time, he threatened party members who worked with the Independent Ecologists with consequences.

As ödp chairman, he held talks about cooperation with the Greens and Alliance 90 . While parts of Bündnis 90 were open to the ödp, a "three-way alliance" failed because of the West German Greens.

From 1989 to 1994 he was a district councilor in the district of Germersheim and chairman of his party, which held two seats there during this time. In a coalition of the SPD , the Greens and the ödp, Ritter was the third district deputy until the end of 1991 (alderman without a division). The coalition later failed, however, when Ritter was not elected second alderman as agreed.

Under his leadership, the ödp achieved a certain degree of consolidation after it had been criticized in the 1980s for allegedly lacking demarcation from the right-wing spectrum. This was expressed, among other things, in the increasing number of members of the party during his tenure.

Foundation for Ecology and Democracy (since 1992)

On September 12, 1992, he founded the Foundation for Ecology and Democracy in Freiberg as a non-partisan institution for political education, of which he has been chairman ever since. In order to avoid conflicts of interest with his new job, he no longer ran for the office of ÖDP federal chairman at the federal party conference on July 3 and 4, 1993 in Bottrop. His successor in this office was Bernd Richter . However, in the European elections in Germany in 1994 , Ritter ran again in third place on the list. He is also chairman of the EnergieAgentur Speyer-Neustadt / Südpfalz (EA) , a project of the Foundation for Ecology and Democracy and a member of the board of trustees of the Medien eV consumer association

In 2008 he was honored for his 25-year membership on the occasion of the 25th anniversary of the Rhineland-Palatinate state association of the ÖDP.
