With a work inspired by Wallace Martin Lindsay on the abbreviations in the Cologne manuscripts of the Carolingian era , he received his doctorate under Aloys Schulte and Wilhelm Levison . For a short time he worked at the Bonn University Library and in higher education. He completed his habilitation in 1922 at Cologne University with a study of the reform efforts of Adolf III. von Schaumburg (1547–1556) in the Cologne church province . He succeeded Franz Steffen at the University of Friborg in Switzerland in 1931 as an associate professor and from 1933 as a full professor . Foerster was the only professor for basic historical sciences in Switzerland. After the death of Gustav Schnürer , he also supervised his chair for medieval history for several years. He was dean of the Philosophical Faculty in 1935/36 and 1944/45 . Peter Rück was one of his academic students . Foerster was an honorary member of the Bergisches Historisches Verein .

Foerster presented numerous papers on the history of Cologne and the Rhineland. Foerster edited an unknown document from Archbishop Friedrich I of Cologne . Even before his dissertation he published works on Cologne's history. In 1921 he published a work on the organization of the archbishop's official court in Cologne except for Hermann von Wied and in 1924 The Cologne Bishops' Elections and the monograph by Cologne Archbishop Engelberg von Berg (1925). He also dealt with new citizens of Külsheim in the 15th century (1941) as well as Kurköln and the city of Cologne in the Golden Bull of Emperor Charles IV from 1356 . But he also continued the work of his predecessor. In 1946 and 1951 the panels of medieval books and documents and document theory appeared in illustrations . In 1947 he published a document reading book for academic use and in 1949 finally the outline of the Latin palaeography .
