Hans Monderman , actually Johannes Mondermann , (born November 19, 1945 in Leeuwarden ; † January 7, 2008 in Opsterland ) was a Dutch traffic planner who played a key role in developing the shared space planning philosophy . He was a participant in various committees for the drafting of regulations and standards and lecturer for road safety and safe places.

Life

Monderman has been working as a civil engineer since 1969, as well as project manager for infrastructure projects and traffic safety officer in the Dutch province of Friesland . From 1979 he was a consultant for traffic safety in the regional traffic safety commission and was responsible for accident analyzes, road planning and traffic calming measures.

As a result of the analysis of traffic accidents, Monderman increasingly had doubts about the conventional methods of traffic planning and the instruments used for traffic management. It seemed to him as if the excessive regulation of traffic would increase the number of accidents, because the road users felt that their own responsibility was being discharged. In the mid-1980s, Monderman tried to drive traffic in the village of Oudehaske in Friesland without slowing down the usual barriers, flower pots, bollards and the like. In doing so, he restricted the view of the central intersection in order to force drivers to brake and drive more carefully. In order to make the street look visually narrower, he had the asphalt replaced by red clinker bricks, with a sand-colored border on the left and right. The street should look like a village street, not an anonymous thoroughfare. Initially not very convinced of his idea himself, even expecting complaints and disaster reports, after a while he was able to convince himself of the success of his renovation measures. The average speed of motorists fell from 58 km / h to 37 km / h, and there were no accidents. From this surprising experience, Monderman developed the idea of shared space , a traffic space that is used equally by all road users. Further implementations followed by Monderman in places in Friesland.

From 1996 Monderman was a traffic planner in the administrative area of Smallingerland and from 1999 to 2002 political advisor in the province of Groningen . From 2002 he was program manager of the integration program for spatial, landscape and transport planning in the provinces of Drenthe , Groningen and Friesland. In 2004, the implementation of Shared Space in seven municipalities in Belgium, Denmark, Germany, England and the Netherlands was started as part of the infrastructure funding program INTERREG North Sea Region Program of the European Union . Monderman acted as the leader of the team of experts. In 2006, Monderman was named a new member of the World Technology Network in San Francisco .
