Hartmut Dieterich

Hartmut Dieterich (* 19th August 1931 in Reichenbach in the Owl Mountains , Lower Silesia province ; † 9. April 2020 ) was a German jurist for the construction and land law and emeritus professors . He was the author of the standard work on urban reallocation .

Live and act

Hartmut Dieterich first studied politics and economics at Pacific University in Forest Grove, Oregon for one year in 1951 . He then went on to study economics and law at the universities of Tübingen and Kiel . In 1956 Dieterich passed the first state examination in law in Kiel and the second state examination in Hamburg in 1960. At the same doctorate him Kiel University for Dr. jur.

From 1966 to 1973 Dieterich headed the office for land regulation in Stuttgart . Until 1977 he was a consultant for the law and practice of soil assessment at the Federal Ministry for Regional Planning, Building and Urban Development . In 1977 he followed a call from the University of Dortmund . In succession to Walter Seele, Dieterich held the chair of surveying and land management at the spatial planning faculty until his retirement in 1996 . He was followed in 1998 by Benjamin Davy .

Dieterich dealt intensively with the theory of land value formation , land management , land management and land taxation of the land rent . In the lectures it was important to him "to make the basics of land constitution and land order clear to the students, that planning always takes place on land that belongs to someone, not just on white sheets of paper, on which one can always plan excellently." His research and teaching work was international. Dieterich had visiting professorships in Turin and Newcastle upon Tyne and close contacts with the University of Tomsk . On behalf of the Federal Ministry and some state ministries, he carried out extensive research into the further development of building and land law and its implementation.

Dieterich is the author of the standard work on building land allocation and was the author of the section on property valuation in the standard commentary on the building code published by Werner Ernst , Willy Zinkahn and Walter Bielenberg . Together with R. H. Williams and B. D. Wood, he has published the result of a European research project on the comparison of real estate markets in six volumes under the title European urban land and property markets . He was a member of numerous expert committees for property values and reallocation committees .
