Helmut Steinberger

Helmut Steinberger (born December 18, 1931 in Munich - † July 6, 2014 ) was a German international law scholar . From 1975 to 1987 he was a judge at the Federal Constitutional Court , from 1995 a judge at the OSCE Court of Arbitration , of which he was elected Vice-President in 2001.

Life

Steinberger grew up in Palling and Mannheim , after graduating from Chiemgau-Gymnasium Traunstein he studied economics and later law at the Ludwig-Maximilians-Universität in Munich as a Hundhammer scholarship holder . During his studies he moved to the University of Heidelberg and after the 1st state examination in 1958/59 for a research stay as a research assistant at the Institute of International and Foreign Trade Law, Georgetown Law Center, at Georgetown University in Washington, DC

After completing his legal training with the second state examination in 1961, Steinberger received his doctorate in 1963 at the University of Heidelberg . In addition to working at the Max Planck Institute for Comparative Public Law and International Law and after a further research stay in Washington, DC, he completed his habilitation in 1971 in the subjects of German and foreign public law , international law and legal philosophy . As a result Steinberger took an appointment as professor at the University of Mannheim , where he of 1974-1975 the Office Dean of the Law Faculty held.

From 1973 to 1975 Steinberger was a member of the international law advisory board of the Foreign Office . Steinberger was from 1981 to 1987 "External Scientific Member" at the Heidelberg MPI for Foreign and Public Law and International Law, from 1987 until his retirement in 1997 he was "Scientific Member" of the MPG and director at this institute.

Steinberger was elected to the 2nd Senate of the Federal Constitutional Court by the Federal Council on the proposal of the CDU and CSU in 1975 , where he helped shape important decisions in the field of European and international law, such as the Solange II decision , the decision on the NATO double decision or the recognition of the decisions of the ECHR for the interpretation of the fundamental rights of the Basic Law.

Steinberger was a member of the American Law Institute .

After completing his term of office at the Federal Constitutional Court, Steinberger became professor for public law and international law at Heidelberg University . The predecessor of his post at the Federal Constitutional Court was Walter Seuffert , his successor Paul Kirchhof .

In 2001 he was appointed Vice-President of the OSCE Court of Arbitration .

In 1987 Helmut Steinberger was awarded the Great Cross of Merit with Star and Shoulder Ribbon of the Order of Merit of the Federal Republic of Germany .
