Hilario Davide Gelbolingo, Jr. (* 20th December 1935 in Barangay Colawin, Argao , Cebu province ) is a Filipino lawyer and diplomat , who between 1998 and 2005 as Chief Justice President of the Supreme Court of the Philippines (Supreme Court of the Philippines) and was Permanent Representative to the United Nations in New York City from 2007 to 2010 .

Davide, son of the teacher and school councilor Hilario Panerio Davide, Sr., began studying law at the University of the Philippines on the Diliman campus after attending the elementary school in Argao and high school in Cebu City , graduating in 1959 with a Bachelor of Laws (LL.B.). He was subsequently admitted to the bar and between 1959 and 1963 was the private secretary of Francisco Remotigue , who was first lieutenant governor and then from 1961 to 1963 governor of the province of Cebu . He was then from 1963 to 1968 associate professor at the law faculty of Southwestern University in Cebu City. In 1978 he was elected a member of the Interim Congress (Interim Batasang Pambansa) and represented Region VII, which includes Central Visayas , in this until 1984 . During this time he initially acted between 1978 and 1979 as chairman of the minority group (Minority Floor Leader) .

On January 24, 1991, President Aquino appointed Davide to be an associate judge on the Supreme Court. in which he succeeded Irene Cortes . On November 30, 1998, he was finally President Joseph Estrada as the successor to Andres Narvasa to Chief Justice and thus President of the Supreme Court of the Philippines (Supreme Court of the Philippines) . He held this post until his replacement by Artemio Panganiban on December 20, 2005. In his term in December 2000 was the impeachment proceedings against President Estrada and the swearing in of his successor Gloria Macapagal-Arroyo by Davide.

On February 24, 2007, Davide Lauro Baja replaced him as Permanent Representative to the United Nations in New York City and remained in this position until April 29, 2010, when Libran N. Cabactulan took his place. During this time, between March and September, he was Vice-President of the 61st session of the General Assembly of the United Nations and, for a short time, between 14 and 18 July 2007, its Acting President.

In 2010 Davide was appointed by President Benigno Aquino III. Appointed chairman of the five-member Truth Commission that investigated allegations of bribery and corruption in the previous administration of President Macapagal-Arroyo until 2011. He was also a member of the delegation at the Permanent Court of Arbitration in The Hague . He is also active as President of the Association of Retired Justices of the Supreme Court of the Philippines , as a lifetime member of the Integrated Bar of the Philippines (IBP), as Chairman of the Board of KOMPASS Credit and Financing Corporation , the trustee of the Chief Justice Claudio Teehankee Memorial Foundation and as Vice Chairman of the Knights of Columbus Fraternal Association of the Philippines . He is also the vice chairman of the Manila Bulletin Publishing Corporation , a board member of the Philippine Trust Company and Megawide Construction Corporation. He is also a member of the Board of Trustees of the University of San Carlos in Cebu City. He is also Honorary Chairman of the World Justice Project .

His marriage to Virginia "Gigi" Jimenea Perez had five children, including Hilario Davide III , who has been governor of the province of Cebu since 2013.

In 1999, David was named Most Outstanding Cebuano in his home province of Cebu for his services . He also received the 2001 Rajah Humabon Award from Cebu City, the Ramon Magsaysay Award for Merit in Government in 2002 , the Most Distinguished Alumnus Award from the Alumni Association of the University of the Philippines in 2005 and the International Rule of Law Award from the American Bar Association in 2006 (ABA) excellent. In 2011 he was founded by Benedict XVI. honored with the Grand Cross of the Papal New Year's Eve . Most recently, the Department of Foreign Affairs awarded him its Department of Foreign Affairs Distinguished Service Award in 2012 .
