The World Justice Project ( WJP ) is an independent, multidisciplinary organization to document the development of the rule of law around the world and to highlight developments and strengthen the rule of law.

founding

The WJP was founded in 2006 by William H. Neukom with the support of 21 partners as a presidential initiative under the American Bar Association under US law .

Since 2009, WJP has been an independent non-profit organization within the meaning of Section 501 Title 26 subsection (c) United States Code ( 501 (c) organization ) and is therefore exempt from tax liability .

Measures to achieve goals

The objectives of the WJP are mainly achieved through the funding of three programs:

  • Research,
  • scholarship
  • Publication.

The aim of all three programs is to increase public awareness of the fundamental importance of the rule of law, to stimulate state reforms and to develop practical programs.

WJP Rule of Law Index

The World Justice Project Rule of Law Index (WJP Rule of Law Index) is intended to provide a quantitative, detailed and comprehensive picture of the extent to which the law is valid in the countries examined.

The index comprises eight main groups for determining the validity of the law in a state:

  1. Determination of actual government power and the implementation of the separation of powers ( checks and balances );
  2. Extent of corruption in the state;
  3. Implementation and exercise of state authority ;
  4. Guarantee of fundamental rights ;
  5. Citizens' access to government, administration and jurisdiction ( open government );
  6. Enforcement options / limitations;
  7. proper fulfillment of the tasks by the civil justice system ( civil jurisdiction );
  8. proper fulfillment of tasks by the criminal justice system ( criminal jurisdiction ).

These factors are further broken down into 44 indicators that collectively provide a comprehensive picture of the rule of law in a country. The WJP Rule of Law Index is generally published annually.

WJP Rule of Law Index 2016

For the WJP Rule of Law Index 2016, data were collected from 113 countries on compliance with the rule of law. The following list shows the top 30 countries / territories in which the rule of law is most securely guaranteed towards citizens.

It turns out that of the 30 participating states listed here, 16 are union member states of the European Union or the EEA . The USA itself only ranks 18th (out of a total of 113 countries examined). The first seven ranks are occupied by EEA member states (including 6 EU member states).

Overall, with a few exceptions, the high correlation between average income and the rule of law is very evident .

Further commitment

World Justice Challenge

Selected programs are supported e.g. B. by:

  • Seed grants between $ 15,000 and $ 25,000;
  • Connect with others on the WJP global network;
  • Visualization of problems through media and communication support.

World Justice Forum

According to the WJP, the World Justice Forum will be the world's largest global multidisciplinary platform dedicated to investigating and strengthening the rule of law. It is a global meeting where important people from all over the world and a variety of disciplines come together to discuss.

Four World Justice Forums have been held since 2007 . The first World Justice Forum took place in Vienna ( Austria ) from July 2nd to 5th, 2008. The second World Justice Forum from November 11th to 14th, 2009 also in Vienna. The third World Justice Forum took place from June 20 to 23, 2011 in Barcelona ( Spain ) and the fourth from July 8 to 11, 2013 in The Hague ( Netherlands ). A fifth event will again take place in The Hague from July 10-13, 2017. 500 personalities from the business world, civil society , governments , academics , the press, etc. are expected.

Workshops at the country level

Since 2012 ( Tunis ), small-scale workshops have been held to strengthen the rule of law at the state level. 2015 z. B. in Senegal and Indonesia .

Such workshops are also held in the United States, supported by local bar associations, universities, and local institutions, to strengthen the rule of law at the state and community level.
