Carrie now lives in New York City with her daughter and works with lawyer Reda Hashem for a non-profit organization that provides legal aid to Muslim citizens. Peter Quinn is physically and mentally badly affected by the events in Berlin and is treated in a military hospital. Saul Berenson and Dar Adal work again for the CIA, where Dar Adal is now above Berenson in the hierarchy. In the US, Elizabeth Keane was the first woman to win the presidential election, and she is still to take office. She lets Dar Adal and Berenson brief her on ongoing CIA secret operations and leaves both of them with the impression that she wants to massively restrict the powers of the secret service. Dar Adal then meets with a high-ranking Mossad official. The young Muslim Sekou Bah, with the help of his friend Saad Mahsud, shoots critical videos on terror scenes in New York, which he publishes on the Internet.

After Peter has left the hospital without permission, Carrie takes him into her home and lets him live in the basement apartment. She asks her old friend Max to take care of Peter and see that he is taking the medication for his seizures. In the meantime, Reda takes over the defense of Sekou, who was arrested by the FBI on suspicion of terrorism. At a meeting with Rob Emmons, the future US President Keane's chief of staff, Dar Adal expresses suspicion that Iran is undermining the nuclear deal and is secretly developing nuclear weapons in North Korea. Saul visits Carrie at her workplace and confronts her with allegations of secretly working as a consultant for Keane. Carrie denies this accusation, but visits Keane a little later and it turns out that she is actually Keane's advisor on foreign affairs. Quinn demands that Carrie show him the video of the Sarin attack on him in Berlin.

Carrie learns that Saad's alleged friend, Saad, is an informant for FBI agent Ray Conlin. A telephone recording is leaked to her, which proves this, and she uses it to blackmail Conlin to release Sekou. Saul Berenson is sent to Abu Dhabi to interrogate an Iranian banker with the Mossad who is supposed to act as a money courier for the Iranian nuclear program in North Korea . Although he does not receive clear confirmation from Saul, Dar Adal, in a meeting with Keane, claims that the CIA has evidence of Iran's violation of the nuclear deal. Keane discusses this with Carrie, the conversation is listened to by Dar Adal. Quinn believes someone is watching Carrie's house and gets a gun. Meanwhile, Saul travels from Abu Dhabi to the West Bank to visit his sister there.

During his visit to the West Bank, Saul sneaks away that night and meets General Javadi of the Iranian Revolutionary Guard . He asks him for explicit confirmation that Iran is violating the nuclear deal. The next morning, Saul is taken into custody by the Mossad. Sekou celebrates his release, but is suspected by friends of being an FBI informant. He then published a video in which he denied all allegations and instead exposed Saad as an informant. Quinn investigates an apartment across the street from Carrie's house and tracks down the tenant who he believes is monitoring Carrie's house. He follows him to the delivery company where Sekou works. Dar Adal confronts Carrie with his knowledge of her consulting job and warns her not to continue advising Keane. In the meantime, Sekou has started working as a courier driver again. While driving in Manhattan , his van explodes in what is classified as a terrorist attack. Saul is then released by the Mossad and sent back to the United States.

Sekou is identified as the driver of the exploded van and the FBI believes he is a terrorist. Carrie needs to leave for work and asks Quinn to take care of her daughter Frannie at home until the nanny arrives. It becomes public that Carrie is responsible for Sekou's release, and her home is besieged by an angry crowd and journalists. Quinn thinks he has to protect Franny and the nanny and threatens a journalist. After the angry mob threw stones through the window, Quinn shoots and injures one of the people in front of the house. The police, who have now arrived, treated the incident as a hostage-taking and called in a special unit. Carrie comes back home and tries to clear up the situation. But she doesn't succeed and the special unit arrests Quinn. Berenson discusses the questioning in Abu Dhabi with Dar Adal and expresses the suspicion that the Mossad orchestrated it. Keane has since been taken to a secret location and is not even allowed to contact her chief of staff. After Quinn's arrest, Carrie finds the photos he took while chasing the alleged surveillance on his smartphone.

Carrie contacts FBI Agent Conlin and shows him the photos. It determines that the supervisor's vehicle is registered to a company. During his investigations at the company headquarters, he discovers that the company is dealing with highly sensitive data and has enormous technical resources. Quinn is now in the closed psychiatric ward, where Carrie is allowed to visit him after Conlin intervenes. But Quinn doesn't want anything more to do with her. Saul finds out through an old friend of the Russian secret service that the Mossad agent who was responsible for the interrogation in Abu Dhabi is in contact with Dar Adal. Conlin asks Carrie to come to his house to talk to her about his discoveries. When Carrie gets there, she finds Conlin shot dead. The killer is still in the house and attacks Carrie, but she manages to escape. Keane leaves the secret hiding place with the help of the housekeeper who drives her back to New York. On the way, both women learn from each other that each of them lost a son in the Iraq war . In a first statement to the press, Keane speaks out against tightening the Patriot Act . Quinn is brought out of psychiatry by strangers and it turns out that his former lover and BND agent Astrid is involved in the action.

Apparently because of the alleged hostage-taking by Quinn, Carrie's daughter Franny is taken into custody by the youth welfare office. At a court hearing, the youth welfare office presented information about Quinn's past and Carrie's bipolar disorder, so that the court ordered Franny's placement with a foster family. It turns out that Dar Adal leaked this information to the youth welfare office. Meanwhile, Quinn finds himself in a remote forest hut by a lake and in the care of Astrid. Dar Adal visits him and explains to him that Carrie's attempt to wake him from a coma in Berlin is responsible for his health. General Javadi arrives in New York to meet with Saul. However, the Iranian secret service arrests him, accuses him of high treason and tortures him. Javadi is freed by a loyal employee and meets with Saul. He confirms that the interrogation was staged in Abu Dhabi and that there is no secret Iranian nuclear weapons program in North Korea. Saul asks him to repeat this statement to Keane. Javadi is ready to do so if he is granted political asylum and access to funds embezzled by the Revolutionary Guard. Carrie suffers from the separation from her daughter and asks Keane in a drunken state for help, which she refuses.

Saul asks Carrie to help arrange a meeting between Keane and General Javadi. But she is desperate and refuses to help. Then Saul manages to convince her by showing her where Franny now lives and that she is fine. At the meeting with Keane, however, Javadi confirmed the Iranians' secret nuclear weapons program in North Korea, saying the exact opposite of what Saul had said earlier. Apparently Javadi has sided with Dar Adal because he thinks Dar Adal is more useful. Quinn thinks he saw Conlin's killer. He no longer trusts Astrid and secretly unloads her pistol. When the killer arrives at the hiding place, Astrid cannot defend herself and is shot by him. He then tries to kill Quinn, who can save himself by jumping into the lake and making him believe that he has drowned.

Dar Adal reveals General Javadi's stay in a New York hotel to the Mossad. Javadi manages to notify Carrie and Saul, but when they both arrive, he has already been kidnapped by the Mossad. They discover Javadi's cell phone and find evidence that the Mossad interrogation in Abu Dhabi was staged, and they inform Keane of the suspicion that Dar Adal and the Mossad have conspired against them. In the meantime, Max is investigating the company Conlin had already investigated on his own. There he discovers that the TV presenter Brett O'Keefe is behind the company. The purpose of the company is to create and operate countless fake accounts on social media to support O'Keefe's anti-Keane propaganda. Meanwhile, the US Attorney General is due to investigate the Dar Adal case, but the evidence is insufficient. Quinn visits Dar Adal's home and confronts him with the death of Astrid. He knocks Dar Adal down and leaves the house. But he stays close so he can overhear a phone call between Dar Adal and the killer, who turns out to be ex-soldier Belli. When Dar Adal asked Belli why he wanted to kill Quinn contrary to his instructions, the latter pointed out that he had received the relevant instructions from another source.

Quinn follows Belli to his house. This is the same house from which Quinn set out on secret missions when he was active. He concludes from this that Belli belongs to the same special unit as he once did. When more men arrive, Quinn can catch a glimpse into the garage and sees a delivery truck parked there like the one Sekou drove in the alleged terrorist attack. After an argument with Keane, Dar contacted Adal O'Keefe and asked him to post a video of the operation in which Keane's son was killed. O'Keefe released an excerpt from the video stating that Keane's son ran from the enemy out of cowardice. Max observes a meeting between O'Keefe and Dar Adal at his new job and sends Carrie a video. Carrie's first meeting with Franny has been canceled because she is said to be ill. Now Keane steps in and the meeting can take place. Carrie meets Quinn, who has settled in a house across from Belli's house. Saul, who wants to go into hiding abroad, wants to say goodbye to Carrie, but does not meet her at home and instead sees the video with Dar Adal and O'Keefe on Carrie's laptop.

Quinn tells Carrie about his observations and the van in the garage. Then she penetrates the house and is attacked by Belli. Before he can kill her, Quinn appears, is able to free Carrie and beats Belli to death full of vindictiveness. Saul briefs Keane on the relationship between O'Keefe and Dar Adal, after which she accepts an invitation on O'Keefe's television show. There she accused him of manipulating the video's internet clicks and announced that after taking office she would crack down on him and all distributors of fake news with the utmost severity. Max has now been placed under arrest for illegally using his cell phone while working for O'Keefe's company. To his surprise, Dar Adal frees him, who in return forces him to hack into O'Keefe's computer. There they both find a website and numerous online profiles that allegedly belong to Quinn and portray him as an unstable ex-soldier who wants to kill Keane. Meanwhile, the FBI, with the help of Carrie and Quinn, is investigating the killer's house. Carrie and Quinn discover that the men from the special forces unit have received a previously unknown assignment directly in New York. When the FBI tries to open the garage door, there is a severe explosion that Carrie and Quinn survive almost unharmed.

Dar Adal interrogates one of his co-conspirators and realizes that the conspiracy he helped initiate has turned into a murder plot without his knowledge. His co-conspirators around General McClendon plan to assassinate Keane and hold Quinn responsible. Meanwhile, word reaches Keane that there is a bomb in her headquarters and she is to be taken out of the building immediately. Carrie, informed of the murder plans by Dar Adal, prevents this, because the plan provides for a murder of Keane in the street. Together with Quinn, she manages to get Keane safely out of the building in a van. Quinn is killed in the firefight with the special forces. Six weeks later, Carrie is working in an unspecified contract for the now appointed President Keane and receives an offer from her to work as her senior advisor in the White House . In a meeting on behalf of the President, Carrie assures senior military and intelligence officials, including Saul Berenson, that they will not be held responsible for the conspiracy. Berenson visits the imprisoned Dar Adal, who reassures him that his original plan has slipped away. Back home, Carrie receives a call from Saul, who is being arrested, and learns of a wave of arrests, contrary to what she said in the meeting. Angry, she wants to confront President Keane, who she can hear through the closed door, but does not receive her. Instead, Carrie is brought out of the White House by security agents.
