Ingbert Liebing (born May 11, 1963 in Flensburg ) is a German politician ( CDU ). From 2005 to 2017 he was a member of the German Bundestag and from November 2014 to October 2016 state chairman of the CDU Schleswig-Holstein . Between June 2013 and November 2017 he was federal chairman of the local political association of the CDU and CSU in Germany . In addition, until his retirement he was scheduled to be the top candidate of the CDU for the Schleswig-Holstein state elections in 2017 . After the formation of the Günther cabinet , Liebing was State Secretary and Plenipotentiary of the State of Schleswig-Holstein at the federal government from June 28, 2017 to March 31, 2020 . On April 1, 2020, Ingbert Liebing was appointed the new General Manager of the Association of Municipal Companies .

Life and work

After graduating from high school in Neumünster in 1982 , Liebing did his military service and began studying literature , political science and oriental studies at the Christian-Albrechts-Universität Kiel in 1983 , which he completed in 1990 as a Magister Artium (MA). He then worked as a research assistant for the CDU parliamentary group in the Schleswig-Holstein state parliament ; Most recently he worked here in 1995/96 as office manager and personal assistant to the parliamentary group chairman Ottfried Hennig (1937–1999).

Ingbert Liebing is married and has two daughters. He has lived on the island of Sylt since 1996 .

Political party

Liebing joined the Junge Union (JU) in 1977 and the CDU in 1979. From 1984 to 1989 he was chairman of the JU district association in Neumünster and from 1985 to 1995 he was deputy chairman of the CDU district association in Neumünster.

From 1993 to 2014 Liebing was a member of the Schleswig-Holstein state board of the Local Political Association of the CDU and CSU of Germany (KPV). From 1999 to 2005 he was district chairman of KPV Nordfriesland, from October 2005 to 2014 state chairman in Schleswig-Holstein. From June 15, 2013 to November 11, 2017 he was Federal Chairman of the KPV.

In 2006 Liebing took over the office of CDU district chairman in North Friesland, which he held until 2014. On November 15, 2014 Liebing was elected as the successor to Reimer Böge as the state chairman of the CDU Schleswig-Holstein. He was a member of the CDU federal executive board as federal chairman of the KPV (from 2013 to 2017) and as CDU state chairman with an advisory vote. On October 27, 2016, he resigned as a top candidate and state chairman due to poor poll results.

MPs and public offices

Local politician (1982-2005)

Liebing was a civic member of various committees for the CDU Neumünster from 1982 to 1990 and a councilor from 1990 to 1996, and from 1991 to 1996 as chairman of the CDU parliamentary group there.

From 1996 to 2005 he was elected mayor of the municipality of Sylt-Ost on the CDU proposal and chief administrative officer of the Sylt landscape office .

Member of the Bundestag (2005-2017)

From 2005 to 2017 he was a member of the German Bundestag . Liebing has always been directly elected for the constituency of North Friesland - Dithmarschen Nord ; 2005 with 47.9% of the first votes , 2009 with 43.1% and 2013 with 49.8%.

After the federal election in 2009 , Liebing became deputy chairman of the local politics working group of the CDU / CSU parliamentary group and deputy chairman of the local politics subcommittee in the German Bundestag. He was a full member of the Committee on Environment, Nature Conservation and Nuclear Safety and the Committee on Tourism .

From 2013 to 2017, Liebing was chairman of the local politics working group and local political spokesman in his parliamentary group, a member of the parliamentary committee and chairman of the local government subcommittee in the Bundestag. In addition, Liebing has been a member of the Economic and Energy Committee since then . As a deputy member, he was also a member of the Committee on Environment, Nature Conservation, Building and Nuclear Safety , the Interior Committee and the Committee on Tourism.

Liebing was most recently a member of the European Union parliamentary group of the German Bundestag .

Withdrawal as a top candidate (2016) and member of the state parliament (2017)

On September 12, 2015, Liebing was unanimously nominated by the state party executive as the top candidate for the 2017 state election. For this reason he wanted to be held in the same year federal election not run for the parliament. In October 2016, however, he renounced the top candidacy in favor of parliamentary group leader Daniel Günther .

In the 2017 state elections , Ingbert Liebing entered the state parliament with 45.3 percent of the first votes as a directly elected member of the North Friesland constituency for the 19th electoral term.

State Secretary for Federal Affairs of the State of Schleswig-Holstein (2017–2020)

After the formation of the Günther cabinet , Liebing was appointed State Secretary and Plenipotentiary of the State of Schleswig-Holstein at the federal government on June 28, 2017 and resigned from both the Bundestag and the Landtag. On March 31, 2020, Liebing resigned from this office as he was appointed the new General Manager of the Association of Municipal Enterprises. His successor as authorized representative of the state of Schleswig-Holstein at the federal government was Sandra Gerken on April 1, 2020 .

Ingbert Liebing has been Managing Director of the Association of Municipal Companies in Berlin since April 1, 2020.
