The Intercantonal Lehrmittelzentrale ilz is an intercantonal concordat of 21 cantons ( canton Aargau , canton Appenzell Ausserrhoden , canton Appenzell Innerrhoden , canton Basel-Landschaft , canton Basel-Stadt , canton Bern , canton Friborg , canton Glarus , canton Graubünden , canton Lucerne , canton Nidwalden , Canton Obwalden , Canton Schaffhausen , Canton Schwyz , Canton Solothurn , Canton St. Gallen , Canton Thurgau , Canton Uri , Canton Wallis , Canton Zug , Canton Zurich and the Principality of Liechtenstein ). The ilz is a public corporation of the cantons with its own legal personality.

The ilz was founded in 1973 by Swiss school politicians and cantonal offices to coordinate the development of educational media. To this day, the ilz has coordinated the development of teaching materials among the cantons of German and multilingual Switzerland that are independent in educational matters. It initiates and accompanies teaching material projects that are produced by a public publishing house under the responsibility of the cantons. As a competence center, the ilz offers the cantons services that support them in their teaching material work. The ilz does not develop any teaching aids itself. Its office is located in Rapperswil in the canton of St. Gallen .

Products with the "label" awarded by the conference of cantonal teaching material officers (KKL) of the ilz meet the requirements of the cantonal curricula , resp. new to the common language regional curriculum. A number of teaching materials have been awarded the “Worlddidac Award”, “The Most Beautiful Swiss Books”, “Goethe Prize”, “Golden Slate” and the EEPG Award for “Best European Schoolbook”.

The «levanto» instrument developed by ilz is used to evaluate teaching materials. «Levanto» is a web-based instrument based on jointly developed quality criteria to support those responsible for teaching materials in the cantons. It can be adapted to different assessment situations. The cantons can use the tool to carry out teaching material assessments independently and decentrally. "Levanto" thus respects the canton's sovereignty over teaching materials and is now considered the standard instrument for evaluating teaching materials in German-speaking Switzerland.

The magazine “ilz.ch” (until 2009 “i-mail”) appears three times a year and contains a key topic and information on current topics and products from public publishers. It is aimed at teachers and those interested in teaching materials in the education system.

The teaching material symposium takes place every two years (until 2016 on the Wolfsberg in Ermatingen, Canton Thurgau; from 2020 in the Kartause Ittingen in Warth-Weiningen, Canton Thurgau) and is open to anyone interested in teaching material. The ilz office is responsible for the organization and hosting.

The Intercantonal Teaching Aids Center supports the cantons in ensuring a high quality range of teaching aids. She coordinates the initiation and conception of curriculum-compliant, practice-oriented and inexpensive teaching materials. It supports those responsible for teaching materials in the cantons in fulfilling their tasks and provides services in the field of teaching material coordination on behalf of the cantons.

The ilz sees itself as a competence and service center of the German and multilingual cantons for the coordination of teaching materials. The coordination within the framework of the ilz is understood as a comprehensive form of cantonal cooperation in the field of teaching materials. This commitment extends in particular to the areas of planning and information, evaluation and development as well as distribution and introduction. The professional exchange plays a central role.

Successful work by the ilz requires the will and readiness of the cantons to coordinate. The ilz faces the tension between the canton's educational sovereignty and its coordination mandate. It offers the cantons the appropriate framework for their joint teaching materials work. The ilz supports the creation of high quality teaching materials for Swiss schools. It advocates a sufficient supply of teaching materials, supports the cantons in evaluating and introducing them, and works closely with publishers to achieve their goals.

The ilz office promotes the coordination of the cantons with its services and instruments and implements the commissions of the committees.

history

On March 27, 1973 in Solothurn , the canton of Aargau , canton of Basel-Landschaft , canton of Basel-Stadt , canton of Bern , canton of Graubünden , canton of Lucerne , canton of Solothurn and canton of Zurich founded ilz. Herbert Plotke was the founding president, Jules Siegfried was elected as the first head of the office based in Zurich.

In 1974 the canton of St. Gallen joined the ilz, followed in 1976 by the canton of Glarus . In 1977 Robert Stadelmann became branch manager and then director of the intercantonal teaching materials center. The canton of Thurgau became a member of the ilz in 1989. The canton of Appenzell Ausserrhoden followed in 1991 . In 1994 the canton of Schaffhausen became a member of the ilz. In the same year Josef Winkelmann became the new director. The office was relocated to Rapperswil-Jona in 1998 .

The canton of Appenzell Innerrhoden joined in 2002 and the canton of Zug and the Principality of Liechtenstein followed in 2003 . In 2004 the canton of Uri decided to work with the ilz. The canton of Friborg was added in 2007. Marcel Gübeli was elected director of the ilz in 2007. The canton of Valais joined in 2008 as the 19th member .

On January 1st 2014 the new statute of the ilz came into force. This made the plenary assembly of the member cantons with all education directors of the German and multilingual cantons the highest body of the ilz. At the same time, the canton of Nidwalden , the canton of Obwalden and the canton of Schwyz were accepted as members of the ilz. All German and multilingual cantons in Switzerland and the Principality of Liechtenstein are now members of the ilz.
