Ivo Samkalden
Ivo Samkalden (born August 10, 1912 in Rotterdam ; † May 11, 1995 in Amsterdam ) was a Dutch lawyer and politician of the Partij van de Arbeid (PvdA), who was both a member of the Second Chamber and the First Chamber of the States General as well as a minister, Was Mayor of Amsterdam and Minister of State .
Life
Studies and professional activity in colonial administration
After attending the Hogereburgerschool , Samkalden studied Indology and economics at the University of Leiden between 1929 and 1936 . A subsequent postgraduate studies of law he graduated from Leiden University in March 1938 with the promotion of Dr. jur. with a dissertation on the subject of Het college van gedelegeerden uit de Volksraad .
After completing his studies, he entered the colonial administration in 1938 and found employment in the Dutch East Indies in the following years , where he was economic advisor to the resident in Surabaya between 1938 and 1942 . There he was first vice-controller of the internal affairs department until July 1939, then until April 1940 he was vice-controller of the internal affairs department in Sidoarjo and finally from March 1940 to April 1942 assistant for agricultural matters and the legal status of private property.
After the occupation of the Dutch East Indies by the Imperial Japanese Army , he was arrested in April 1942 and was to September 1945 in a Japanese internment camp and then from October to November 1945 in a prison camp by Sukarno for independently declared Republic of Indonesia .
After returning to the Netherlands, he worked from January to September 1946 in the legal department of the Ministry of Overseas Territories. He then returned to the Dutch East Indies and worked there until June 1947 as secretary and legal advisor to the general commissioner of the colony.
University professor, minister and member of parliament

In June 1947, he returned to the Netherlands, where he 1948 to Jan. Assistant Professor of Professor Roelof Kranenburg at the Chair for Constitutional Law was at the University of Leiden. Afterwards he was head of the department for legislation and legal affairs in the Ministry of Agriculture, Fisheries and Food Supply, before he was professor for agricultural law at the Agricultural University of Wageningen between May 1952 and October 1956 . During this time he was also a member of the Socio-Economic Council from 1953 to 1956.
Samkalden, who became a member of the PvdA in 1946, became a member of the Parliament ( Provinciale Staten ) of the province of Gelderland in July 1954 and was a member of it until October 1956. He was also a member of the board of trustees of the Wiardi Beckman Foundation from January to October 1956 .
On October 13, 1956, Prime Minister Willem Drees appointed him Minister of Justice in his third cabinet and was a member of this until December 22, 1958.
In March 1959 he was elected a member of the Second Chamber of the States General and was a member of it until September 1959, during which time he was also a member of the board of the PvdA parliamentary group . He then resigned his mandate and was an associate professor until July 1960, before he was professor for the law of international organizations and founder of the Institute for European Law at the University of Leiden between July 1960 and April 1965 .
In addition, he became a member of the First Chamber of the States General in September 1960, where he represented the interests of the PvdA until April 1965. At the same time, while he was a member of the First Chamber, he was also deputy chairman of the PvdA parliamentary group and, between March 1961 and March 1965, a member of the PvdA's executive committee.
On April 14, 1965, Samkalden was again appointed by Prime Minister Jo Cals as Minister of Justice in his cabinet , to which he belonged until November 22, 1966. On his initiative, the former SS-Sturmbannführer Willy Lages , who was jointly responsible for the deportation of Jews from the Netherlands to the German concentration camps, was released prematurely from prison because of a serious illness "for humanitarian reasons" and deported to Germany. This decision led to great unrest in the Netherlands. On November 9, 1965, the Vrije Universiteit Brussel awarded him an honorary doctorate in law.
He was also acting interior minister from August 31 to September 5, 1966 after Jan Smallenbroek's resignation .
Mayor of Amsterdam and Minister of State
In August 1967 Samkalden succeeded Gijs van Hall as Mayor of Amsterdam . He held this office for almost ten years until he was replaced by Wim Polak in June 1977.
On April 24, 1975, he was awarded another honorary doctorate in law from the City University of New York .
Samkalden, who was again associate professor at the University of Leiden from 1978 to 1979 and gave lectures there on international instruments for the protection of liberty, was honored with the honorary title of Minister of State on January 22, 1985 for his many years of political services.
honors and awards
For his services as a university lecturer and politician, Ivo Samkalden has also been awarded several domestic and foreign medals.
In 1958 he was awarded both Knight of the Order of the Dutch Lion and Knight Grand Cross of the Order of the British Empire . In 1966 he was awarded the command of the Order of Orange-Nassau , before he received both the command of the Order of the Dutch Lion and the Cross of Honor of the House Order of Orange in 1977 .
Finally, the city of Amsterdam awarded him the Golden Medal of Honor.
