Josef Oswald, who was born in Riggerding, attended the Leopoldinum grammar school in Passau from 1911 and studied at the Philosophical-Theological College there from 1919; In 1920 he moved to the University of Munich . He was ordained a priest from Bishop Sigismund Felix Freiherr von Ow-Felldorf in Passau in 1924 and then devoted himself to pastoral work, including in the birthplace of the former Pope Benedict XVI. , Marktl . After completing his doctorate and habilitation, he took over the chair for church history at the University of Munich in 1936. After several intermediate positions as a lecturer at various universities, he was appointed associate professor at the Philosophical-Theological University of Passau in 1945 until he was appointed full professor in 1948. From 1949 to 1955 Oswald was Rector of the Philosophical-Theological College there, and in 1955 he was appointed head of the Passau State Library (until 1978). East Bavarian homeland research

From 1947 to 1969 Josef Oswald was head of the Institute for East Bavarian Homeland Research . One of his greatest achievements as such was the revival of the " East Bavarian border brands " in 1957 and the incorporation of the previously private institute into the Philosophical-Theological University. Josef Oswald, co-founder of the “European Weeks” and honorary member of the association, was the first to receive the “Oswald Ring” in 1980. Only four years later, on January 10, 1984, Oswald died at the age of 83.
