Joseph Mungai

Joseph James Mungai (born October 24, 1943 in Iringa ; † November 8, 2016 ) was a Tanzanian politician of the Chama Cha Mapinduzi (CCM), who was Minister of Agriculture from 1972 to 1975 and again between 1980 and 1982 and Minister from 2000 to 2005 for Education and Vocational Training, Minister of Agriculture and Food Security in 2006 and Minister of the Interior between 2006 and 2008.

Life

Mungai, son of James Mungai and his wife Marigeritta Semalangalita, attended Malangali Primary School from 1951 to 1958 , Tabora Secondary School between 1959 and 1962 and, most recently, Mkwawa High School from 1963 to 1964 . He then worked from 1965 to 1969 as a sales manager and sales representative for the sewing machine manufacturer The Singer Company . In 1965 he ran unsuccessfully for the then Tanganyika African National Union (TANU) in the constituency of Mufindi for a seat in parliament. After leaving the Singer Company, he became an employee of the state-owned company Tanzania Elimu Supplies (TES) in 1969 and was its managing director between 1970 and 1972. In October 1970 he ran again for the TANU in the Mufindi constituency for a seat in the National Assembly and was now able to prevail against the previous constituency owner John Sanga. He was a member of the National Assembly until 1990. He was also chairman of the National Sports Council between 1970 and 1972.

On February 17, 1972, while attending a management course in Canada , Mungai was suddenly and unexpectedly appointed Minister of Agriculture in Canada by President Julius Nyerere and, at 28, was the youngest member of the cabinet, to which he was a member until 1975. After leaving parliament, he was chairman of the Mufindi Education Trust Fund in the district of Mufindi MET (Mufindi Education Trust Fund) between 1976 and 1980 and, at the same time, managing director of the Sugar Development Corporation from 1976 to 1980 . After the union of the TANU with the Afro-Shirazi Party (ASP) in 1977 he became a member of the newly formed party of the revolution CCM ( Chama Cha Mapinduzi ). In 1979 he graduated from the University of Colorado System with a degree in economics , which he graduated with a diploma. He completed another postgraduate course in administrative science at Harvard University , begun in 1979, with a Master of Public Administration (MPA) in 1980 .

After his return to Tanzania, Mungai again held the post of Minister of Agriculture in the cabinet of Prime Minister Cleopa David Msuya between 1980 and 1992. He later served as Vice Chairman of the Board of Directors of the Sokoine University of Agriculture (SUA) in Morogoro from 1984 and was also treasurer of the CCM in the Iringa region between 1992 and 2002 . In 1995 he became a member of the National Assembly again, of which he was a member of the CCM for the constituency of Mufindi Kaskazini until 2010. In 2000 he became Minister for Education and Vocational Training in the Cabinet of Prime Minister Frederick Sumaye and held this ministerial office until 2005. In January 2006, he became Minister for Agriculture and Food Security for a period in the Cabinet of Prime Minister Edward Lowassa . In a cabinet reshuffle, he replaced John Chiligati as Home Secretary on October 15, 2006 . He held the post of Interior Minister until a new cabinet was formed by Prime Minister Mizengo Pinda on February 13, 2008. Lawrence Masha became Interior Minister, Mustafa Mkulo Minister of Finance and Hussein Mwinyi Minister of Defense, while Bernard Membe remained Foreign Minister.
